2 Warm Up  It is 1820, and you are a member of Congress. People from the North are arguing that new states in the Western territories should be free states. People from the south are arguing that new states should allow slavery. Pro and Anti slavery settlers in the West are on the verge of fighting of each other.  Propose a plan to resolve the deadlock in Congress and avoid bloodshed on the frontier.
