3 Surface Warfare Training Strategy  Born out of realization of un-coordinated training “Stove Pipes”  Outlines way ahead with one story / one voice.  Leverages proven practices from OPNAV N88 & N87 Master Plans.  Emphasizes blended solution: Ship, Waterfront Schoolhouses Engages and empowers Surface Warfare Training Committee (SWTC) w/ specific actions.  Identifies ownership / leadership roles.
