4 A New Strategy Nixon takes steps to get U.S. out of Vietnam National Security Advisor Henry Kissinger started a policy called “linkage”: Improve U.S. relations with N. Vietnam’s communist supporters (Soviet Union & China) He implements “Peace with Honor”
