This larger Substitution/Table area complements the new substitution rules by allowing more space for players to get on and off the field; and also creates better sight-lines for table personnel. Tape on the throat area of the head makes it difficult or impossible to tell if a player has his glove on the throat area of the head, which is a deliberate attempt to deceive. Hits to the head/neck continue to be a concern and this increased penalty will reinforce the need to eliminate these types of hits from the game. If more than three players on a team are assessed penalty time to be served concurrently, the additional penalized team member(s) must wait in the bench area until the penalty time of one of the three players in the penalty area expires.
