Each program element must have a standard that tells everyone in the workplace what to do, how to do it and when. ■ Validation Audit Evidence : – Compare their standard against program element requirements as noted in Employer Guidelines – Check that standard is dated/revised/reviewed in 2012 – Review any specific company expectations set out in their standard; firms must meet the legislated requirements and their own company expectations – Verify implementation of their standard i.e. regular workplace inspections meeting the legislative minimum requirements & documentation of the workplace inspections 16 2013

For each element, it must be determined who needs what skills and knowledge and how will the training be delivered. ■ ALL training must be completed and/or verified by December 31 st 2012 ■Validation Audit Evidence Documentation of: ■Review training records including sign off sheets and/or certificates required for each element to ensure ALL appropriate staff have completed the training in 2012 ■Examples of training delivery –Orientation training –Classroom Training sessions –Demonstrations by supervisors –Observing another co-worker (mentoring or buddy system) –Safety talks 18 2013

Identifying re-communication and/or training needs 21

55 Workplace Safety and Insurance Board | Commission de la sécurité professionnelle et de l’assurance contre les accidents du travail HSMS Review (internal audit) Training Requirement: ■ The qualification standard is audit training ■ This qualification can be satisfied with a quality, food safety, or other audit specific training program. ■ Safety Groups has developed a 2-hour “Introduction to Auditing” training program to meet this standard for any firm that does not currently have a person that meets this qualification ■ The training program will be delivered by a sponsor or WSIB Safety Group Consultant at a safety group meeting ■ Attendance at the safety group meeting will be recorded by the sponsor to meet the training record requirement.

71 Workplace Safety and Insurance Board | Commission de la sécurité professionnelle et de l’assurance contre les accidents du travail 71 January Safety Blitz to Target Construction Ontario is launching a province-wide safety blitz of construction projects at commercial and industrial facilities to ensure they have the proper protections in place to keep workers safe. In January 2014, Ministry of Labour inspectors will inspect a range of workplaces across Ontario that are undergoing major renovations, repairs or additions. The inspectors will focus on making sure: Workers are protected from airborne substances, hazardous materials and extreme noise levels Workers are protected when equipment and hazardous materials are stored and moved Personal protective equipment is available and that workers are trained on its use Emergency contingency plans are in place and communicated to workers and others at the workplace.

73 Workplace Safety and Insurance Board | Commission de la sécurité professionnelle et de l’assurance contre les accidents du travail 73 Court Bulletin Ontario Power Generation Fined $75,000 For Failure to Comply With Law January 27, 2014 4:00 p.m. Ministry of Labour WHITBY, ON - Ontario Power Generation has pleaded guilty to failing to follow notification procedures required under the Occupational Health and Safety Act and fined $75,000. Between August 20 and August 31, 2011, three workers were assigned the task of dismantling shielding canopies and other equipment at the Darlington Nuclear Generating Station on Holt Road South in Bowmanville. One of the workers was cutting the frame of the canopies with a torch when he saw a liquid substance emerge along with white smoke. It was later learned that the frame contained lead shots and that the worker had melted one or more of those shots. Neither the supervisor nor the workers were aware of the presence of the lead shots prior to beginning the work. Lead exposure in concentrations that exceed the prescribed occupational exposure limits for lead can be hazardous to a person's health. The workers were wearing face shields appropriate for torch-cutting activities but because the supervisor was not aware of the presence of lead shot in the frame, the workers were not wearing respiratory protection required for use when exposure to lead is possible. As a result of the lead content in the lead shot and the lack of respiratory equipment in use at the time of the work, the workers were potentially exposed to lead-containing particles. On or about October 11, 2011, two of the workers filed claims with the Workplace Safety and Insurance Board in respect of an occupational illness potentially resulting from their possible exposure to lead that August. OPG was advised of the claim at that time but OPG did not, within the required four days, provide the required notice to the Ministry of Labour, contrary to section 52(2) of the Occupational Health and Safety Act. OPG pleaded to failing to comply with the required notification and was fined $75,000. The fine was imposed by Justice of the Peace Allison Forestall.
