3  PA-Educator is an online clearinghouse database for Pennsylvania certificated professional employees who are interested in working in the schools of the Commonwealth PA-Educator.net

4  Purpose: To make it easier for instructional and administrative applicants to apply for jobs and for school districts to find them PA-Educator.net

5  “Working Together Consortium” A group of Western Pennsylvania Civic and Business leaders looking at what needed to occur to attract Business and Industry to the Western Pennsylvania area. PA-Educator.net

6 Working Together Consortium Report  Dr. Boyce’s committee - Two recommendations –Establish and publicize throughout the region high standards for the hiring of teachers –Establish a regional clearinghouse of teacher candidates PA-Educator.net November 14, 1997

7 June 30, 1998 PA-Educator.net  The Grable Foundation approved a grant of $75,850 to the AIU for the development of an online teacher clearinghouse

8 December 1998  Demonstration of the clearinghouse at a meeting of Foundation officials resulted in grants totaling $310,000 to make the clearinghouse operational PA-Educator.net

9 April 1, 1999  PA-Educator.net became operational and FREE to school districts and applicants through June 30, 2000 PA-Educator.net

10 Applicants  Complete the Standard PA application online  Compose a letter of interest, resume, and required state essay as word documents and cut and paste them into text fields  Send the remaining required documents to PA-Educator which are scanned and linked to their application PA-Educator.net

11  PA Act 34 (Criminal Record Check)  PA Act 151 (Child Abuse Clearance)  PA FBI Background Check (effective 4/1/07)  3-6 Letters of Recommendation  Transcript(s)  Copy of PA Professional Certificate  Praxis Scores PA-Educator.net Required documents that constitute a complete file include:

12 School Districts  Find applicants two ways using the clearinghouse: 1. Post jobs on the Job Opportunities page. Applicants express their interest in jobs for which they are certificated by clicking an “interested” button which instantly sends their application and required documents file to a District’s HR Office. PA-Educator.net

Districts can also query the database for qualified applicants using specific criteria such as certification area, undergraduate GPA, years of teaching experience, degree level, geographic area (via county), complete records, etc. Getting results of the query takes 3-5 seconds. Districts may search for day-to-day and long term substitutes. PA-Educator.net

18 September 2000 PA-Educator.net  The Grable Foundation funded an independent evaluation of the program after its first full year of operation  The average savings the first year for the 47 school districts that participated in the study was between $15,000 - $16,000

19 July 1, 2001 PA-Educator.net  The Grable Foundation ($150,000) and the Vira I. Heinz Endowment ($60,000) provide funding to expand the clearinghouse across the state

20 PA-Educator.net  However, the system had to become self- supporting.  It is free to applicants.  School Districts pay an “Annual User Fee” based upon State Aid Ratio and Weighted Average Daily Membership (WADM).

21 February 26, 2007 PA-Educator.net  There are 160+ school districts, charter schools, approved private academic schools, and intermediate units across the Commonwealth using PA- Educator.net

22  The database contains nearly 24,000 applicants with over 34,000 certifications PA-Educator.net February 26, 2007

23  It is estimated that 75% - 80% of the participating districts that use PA-Educator no longer accept paper applications. They depend upon the Clearinghouse. PA-Educator.net
