12. HISTORY OF SEZ IN INDIA
India was one of the first in Asia to recognize the effectiveness of the Export Processing Zone (EPZ) model in promoting exports, with Asia's first EPZ set up in Kandla in With a view to overcome the shortcomings experienced on account of the multiplicity of controls and clearances; absence of world-class infrastructure, and an unstable fiscal regime and with a view to attract larger foreign investments in India, the Special Economic Zones (SEZs) Policy was announced in April 2000.

Based on the success of Kandla EPZ, in the beginning of eighties, seven more EPZs were set up in Bombay, Noida, Surat, Madras, Falta, Visakhapaptnam and Cochin.

14. FORMATION OF SEZ’s To invite larger foreign investments in
India, these EPZs were converted into
Special Economic Zones (SEZs) in the
year 2000 under a new policy
announced by the Government of India.

The policy intended to make these SEZs an engine for economic growth supported by quality infrastructure complemented by an attractive fiscal package with minimum possible regulations.

16. Following Incentives and facilities offered to the SEZ Units *
The goods imported into, or service provided in SEZ Unit to carry authorized operations by the Entrepreneur is exempted from any duty of customs, under the Customs Act (SEZ Act, 2005 – Section (26 [1a])
100% Income Tax exemption on export income for SEZ units under Section 10AA of the Income Tax Section for first 5 years, 50% for next 5 years thereafter and 50% of the ploughed back export profit for next 5 years. (As per Second Schedule of SEZ Act, 2005 [Modifications to the Income-Tax Act, 1961] (43 of 1961) (C [i & ii]))
External commercial borrowing by SEZ units up to US $ 500 million in a year without any maturity restriction through recognized banking channels. Refer RBI (F. No. 4(2)/2002-ECB, dated ).

Exemption from the levy of taxes on the sale or purchase of goods other than newspapers under the Central Sales Tax 1956 if such goods are meant to carry on the authorized Operation by the Entrepreneur (SEZ Unit). (SEZ Act, 2005 – Section 26 [1g] & SEZ Rules, 2006-Rule-32)
Single window clearance for approval of SEZ Units (As per the Chapter V of SEZ Act, 2005)
Providing Single Point Clearance system to the SEZ Unit under the State Acts and Rules. [SEZ Rules (Rule 5(5h)]
The State Government has exempted SEZ Unit from the payment of stamp duty and registration fees on the lease/license of plots; [SEZ Rules (Rule 5(5a)]

20. PROCESS FOR CLEARANCE
AFTER ASSESSMENT OF BILL OF ENTRY AT SEZ CUSTOMS, THE DOCUMENTS HAS TO BE DESPATCHED TO THE PORT OF DISCHARE CUSTOMS FOR COLLECTING THE CARGO
ASSESSMENT, EXAMINATION ETC WILL BE IN THE SCOPE OF THE SEZ CUSTOMS
THE PORT CUSTOMS WILL ENDORSE A SEAL(IT CALLED AS TRANSHIPMENT SEAL) ON THE BACK SIDE OF THE BILL OF ENTRY WHICH SHOWS TRANSHIPMENT NO , IGM NO, BILL OF ENTRY NO. ETC.
BILL OF ENTRY HAS TO BE FILED AT SEZ CUSTOMS.
AFTER REACHING THE CARGO AT SEZ CUSTOMS, SEZ CUSTOMS OFFICER WILL GIVE RE-WAREHOUSING CERTIFICATE (5TH COPY OF THE BILL OF ENTRY) AND THE SAME SHOULD BE SUBMITTED TO THE PORT CUSTOMS AS A PROOF OF THAT THE SAID CARGO IS ARRIVED AT SEZ.
Customs officer verification then close the container and put on Customs seal / Liner seal

ONLY SEAL VERIFICATION WILL BE DONE AT PORT CUSTOMS.
PASS OUT WILL BE GIVEN BY SEZ CUSTOMS
TRIPLICATE AND TRANSFERENCE COPY WILL BE RETURN AFTER THE EGM CLOSED.
