3 A penalty kick is awarded when a defender commits any of the 10 direct free kick fouls inside the defender’s own penalty area WHEN TO AWARD

4 A penalty kick is awarded when a defender commits any of the 10 direct free kick fouls inside their own penalty area WHEN TO AWARD A “foul” means: By a player, during play, on the field Have courage A penalty kick decision does NOT require blood or violence or a goal being prevented … Just apply the Law fairly and accurately

5 1. Clear penalty area and penalty arc of all but keeper and kicker (all other players must also be behind penalty mark) 2. Get ball into your possession 3. Make sure keeper is on the line between the goal posts 4. Give ball to kicker to place on penalty mark (this also serves to identify the kicker) BEFORE KICK IS TAKEN

9 REQUIREMENTS OF KICKER v Kick must be taken from the mark v Ball must be kicked forward v Kicker may feint on the kick during the run to the ball (but not after arriving at the ball) u must not run past ball and then back up u must not change direction excessively u must not use hand/arm gesture to distract or deceive keeper v Must not “two touch” the ball v Must not engage in unsporting behavior (e.g., trying to shake hands with keeper)

15 You signal for the penalty kick once everyone and everything is in place Anything that happens BEFORE you whistle has happened during a stoppage of play and can only be misconduct What if ….?

19 General rule (cont.): You don’t caution for violations of Law 14 … except if u The player had previously been warned about a Law 14 violation u The kicker performed a feint during the actual kick of the ball What if ….?

21 If the foul occurs BEFORE time expires, the penalty kick MUST be taken even if this means going past regulation time EXTENDING TIME

The ball either goes into the net or it doesn’t – either way, it is over. After the ball is kicked, it can be played only by the goalkeeper. As long as the ball is still moving, a goal can be scored.

26 Kicks from the Penalty Mark v If one team finishes the match with fewer eligible players than the other or loses a player before the first kick is taken, the other team must “reduce to equate” – bring its size down to match the other team v This is NOT a requirement if a team loses one or more players DURING or AFTER the first kick is taken

29 Kicks from the Penalty Mark v After first set of five pairs, teams kick in single pairs v Winner is first single pair to score an uneven number of goals v In all other ways, kicks from the mark follow all the rules of penalty kicks v This includes uniform requirements and misconduct v Substitutions are not permitted
