4 HL7 EHR WG – EHRS Meaningful Use Functional Profile Steps to Build In the spreadsheet, for each of the MU 2014 ONC/NIST Test Procedure(s) 1.Add your Test Procedure to the spreadsheet with your name. See example cell in peach color in spreadsheet. 2.Identify the Test Procedures specified in the Informative Test Description Section and record in column A Key Functions: e.g.for demographics: – Record – evaluates the capability for a user to enter patient demographic data into the EHR technology – Change – evaluates the capability for a user to change patient demographic data that were entered into the EHR during the Record test – Access – Evaluates the capability for a user to access the patient demographic data that were entered into the EHR during the Record test and Change test 3.This is Record, Change, Access and map to EHRS FM: Originate/Retain, Amend, Access/View 4.Identify Test Steps/Scripts for each of the record, change and access specified in the Informative Test Description Section and record in column B Test Steps: see spreadsheet for example 1 August 2013Meaningful Use Functional Profile4

Change = RI Access = RI – D: Record Lifecycle Event - within Lifespan of EHR Record Entry (RI.1): Record = Originate/Retain Change = Amend Access = Access/View – E: Record Entry - being Record(ed), Change(d), Access(ed) Describe Record Entry. 7 HL7 EHR WG – EHRS Meaningful Use Functional Profile Steps to Build In the spreadsheet, for each of the MU 2014 ONC/NIST Test Procedure(s) 9.Identify Gaps (functions and criteria that don’t seem to be in the EHRS FM but are in the NIST Test Procedure) and suggest new or updated functions or criteria for the EHRS FM in column I 10.Identify discrepancies or issues with the Federal Final Rule and/or the NIST Test Procedure and enter in column J. Please be specific on which document or documents. 11.Identify, in column K, any value set(s) from the NIST Test Procedure that should be referenced, when relevant. 1 August 2013Meaningful Use Functional Profile7
