3 The Future Jobs Fund – Launched Sept 2009 Key Elements No additional matching investment required No accredited or associated training required Small element of work search and CV update support Funding NOT available to Private sector / for profit organisations

4 Gordon Keenan, Head of Funding & Partnerships The Future Jobs Fund – Positives A relatively fast moving scheme from conception through to delivery Easy for 3 rd sector & Local Authorities to get involved Very well resourced in terms of salary & admin costs £13k equivalent subsidy to recruit for one post for one year Encouraged a number of agencies not previously engaged to become involved – notably the NHF and hundreds of HAs Evidence suggests that FJF did have an impact on job decline for under 25's

5 Gordon Keenan, Head of Funding & Partnerships The Future Jobs Fund – Negatives Arguably too much cash for too little commitment 6 months not long enough as a sustainable jobs target 12 months a more reasonable & sustainable jobs target Overly Public sector led with very little thought for Private sector engagement Limited room for innovation Lack of clear linkage with other programmes eg. UK Carbon reduction & Energy Efficiency targets

6 Gordon Keenan, Head of Funding & Partnerships The Groundwork/NHF FJF contract Consists of funding to deliver 6350 jobs over a period of 18 months from October 2009 through to March 2011 Total Value of FJF contract £41 million approx Approximately 1/3 of these posts allocated specifically to HAs through the NHF. 7 Gordon Keenan, Head of Funding & Partnerships NHF & Future Jobs Fund contracts - more details: Phase 1 from Oct 09-June 10 – 2384 posts Phase 2 & 3 from July 10 to March 11 – 4116 posts Following the General election the NHF in association with 3SC has been successful in negotiating an additional FJF contract from DWP 2000 additional FJF posts of which 500 exclusive to NHF members & partners Total value £13 million. NHF & member share £3.25 million

8 Gordon Keenan, Head of Funding & Partnerships NHF & Future Jobs Fund – more details We achieved 99.2% of target delivery in Phase 1 To date we have already achieved 96% in Phase 2 A small but significant proportion of residents were and are continuing to be retained post their FJF employed period HA’s engaged in the national FJF programme also incorporated a holistic package of other support incl opening of Credit union accounts;

9 Gordon Keenan, Head of Funding & Partnerships Access and knowledge Workless households are concentrated in social housing 55% of households of working age living in social housing are workless Only 32% of social housing tenants were in paid work in 2006 DWP research showed tenants benefit from social housing – stability, sympathetic housing management and affordable rents Why Worklessness matters to Housing Associations

12 Gordon Keenan, Head of Funding & Partnerships RSL’s sit at the Heart of our Communities RSL's Don't just build Homes, they build Neighbourhoods & Communities HA’s are Economic Hubs & Employment Generators HA’s are closely engaged in the growth sectors of the Future; notably the Green & Low Carbon Economy HA’s are financially driven but are more client orientated than other private recipients of Public Funds.

15 Gordon Keenan, Head of Funding & Partnerships aIssociations cite lack of long term doing more Strong government support for housing associations and employment service providers to do more together but only 1/10 projects delivered in partnership with Jobcentre Plus The Future Jobs Fund 2009-2011 & The Work Programme 2011 and forwards:- Interesting comparison between a) the providers selected by Govt for the Future Jobs Fund (FJF) FJF Provider lists Almost All Public and Third/Voluntary Sector. b) The providers selected for the Single Work Programme Provider list –Almost entirely Private sector with a few Socially minded Prime contractors!!
