2 Problem - a new set of societal harms has evolved from mobile technologies and the PAIN is literally crippling our citizens and our economic progress. In our schools, in our prisons, in our courts, and on our roads the cell phone is now a serious problem. The World Health Organization says these problems are costing governments across the globe up to 3% of GDP every year. 2008-2013 © Try Safety First, Inc. all rights reserved Why are we turning a blind eye to these problems? Failure to Fix Im good at multi-tasking. Special Interest Groups… We told people it was dangerous… Let the states fix it... I look cool & my kids friends all have one.

3 Science Says Bans Will Never Work & Serious Addictions Are Expected Using a cell phones elicits a dopamine squirt causing a Pavlovian Impulse. Neuro-imaging studies show texting individuals have the same area of the brain light up as an addict using heroin.

4 The Problems Are Getting Worse Poor judgment and bad human behavior is casting a very dark shadow across the wireless industry. The cell phone is now being blamed for serious societal problems in the following environments… Roads – According to NHTSA, texting behind the wheel has increased 50% in spite of 41 states enacting bans and the DOT spending 6.6 Billion taxpayer dollars to educate drivers on the deadly dangers. Prisons – According to the BOP, the cell phone has become the #1 danger in prisons. Bribery, extortion, fraud and hit murders occur everyday. Class Rooms – Because the cell phone is prohibited in most schools, an enormous teaching tool is left untapped. Our technology reverses this shortcoming to the benefit of teachers and students alike. Airlines – According to Boeing, cell phone use is strictly prohibited during take-off & landing as test lab results conclude possible disruption of the critical electronic sensors. Court Rooms – Judges across the country are blaming the cell phone for mistrials, overturned convictions, and long delays in proceedings which in turn is costing taxpayers tens of millions of dollars. 2008-2013 © Try Safety First, Inc. all rights reserved and patents pending

Included in MPL are Restricted Safety Zones (RSZ), Restricted Safety Protocols (RSP), and Regulatory (look-up) Table of Federal, State & Local Laws (RTL). MPL is controlled and updated by provider only. 3. Phone enters a designated Restricted Safety Zone (RSZ) with an Active Protocol Trigger Device (APTD). 1. Phone 4. Phone checks Current Device Location (CDL). 5. Phone cross references Current Device Location (CDL) to Regulatory (look-up) Table of Federal, State & Local Laws (RTL) and Additional Restriction of Age (ARA). Mobile Phone Phone enters RSZ with APTD Phone operates according to APTD, CDL, and RTL when in a RSZ 6. If Additional Restriction of Age (ARA) is present in RTL, Phone checks owners verified age. 7. Phone operates in accordance with Active Protocol Trigger Device (APTD), Current Device Location (CDL), and Regulatory (look-up) Table of Federal, State & Local Laws (RTL) when in a Restricted Safety Zone (RSZ).

7 TSF Acronym Key for API Technology TSF - Try Safety First, Inc: Inventor of API technology. API – Automated Protocol Intelligence: The automated operational procedures of a mobile device functioning according to its current location and the corresponding state laws, regulations, policies and procedures. MPL – Mobile Protocol Library: The brain of API. Included in MPL are Restricted Safety Zones (RSZ), Restricted Safety Protocols (RSP), and Regulatory (look-up) Table of Federal, State Laws & Local Laws (RTL). The MPL will be controlled and updated by the Provider only. Once standardized, the MPL will be manufacturer installed and the provider will only need to update. RSZ – Restricted Safety Zone: A specific environment where mobile devices have been deemed to have detrimental effects on society. RSP – Restricted Safety Protocol: A uniquely designed code of behavior for operation within a specified Restricted Safety Zone environment. RTL – Regulatory (look-up) Table of Federal, State & Local Laws for Mobile Devices: Comprehensive table of mobile device laws, regulations, rules, policies and procedures. (controlled by provider only) PTD – Protocol Trigger Device: A unique (1-10m limited range) transmitter capable of broadcasting a Restricted Safety Zone environment specific trigger signal. APTD – Active Protocol Trigger Device: A protocol trigger device that is turned on and is broadcasting a Restricted Safety Zone environment trigger signal. CDL – Current Device Location: The current location address (city, state and zip) of a mobile device receiving a signal from an APTD. MDPSB – Mobile Device Protocol Safety Bill: A bill requiring all mobile devices to include Automated Protocol Intelligence thereby creating a new standard in the wireless industry for complete compliance. 2008-2013 © Try Safety First, Inc. all rights reserved and patents pending

All phones housing Restricted Safety Protocols (RSPs) will operate according to federal, state & local laws once inside a prison fence line and in range of an Active Protocol Trigger Device. (PTDs can be programmed 1 - 10 m) Prison Fence Line Parking Area Phone operates normal outside fence line and limited range devices. U.S. Penitentiary

9 Provider and Mfr. compliance creates a new protocol standard throughout the wireless industry and permits states to automatically enforce their enacted laws. Mobile Device Protocol Safety Bill Must Be Passed Requires FCC to: a) Add Condition of License Clause to Provider Agreement b) Issue New Regulation for Handset Mfrs. (MDPSB draft has been written – contact TSF for copy) a)Condition of License Clause Requires Providers To Upload Mobile Protocol Library Into Customer Phones and update RTL every 6 months. b)New Regulation Requires Handset Mfrs to Embed Protocol Software during initial production.
