5 www.ETCluster.org NDMO Background Legal and policy framework for Disaster Risk management Disaster & Emergency Management Act 2007 3 year National Disaster Management Plan (2006 and 2011), new plan is being finalized – policy and operational plan Strategy for the Development of Samoa Standard operating procedures ­ Operationalisation of the NDMP for response ­ EWS – tsunamis, cyclones, etc.. ­ Activation of the emergency siren network Recognized the relevance and therefore application of other laws/legislations/policies/strategies ­ Communication and IT e.g. National Emergency Telecommunication Plan ­ Building code, Civil aviation, Maritime, Ports and airports ­ Village Fono Act and by-laws ­ Health legislations International and regional instruments, frameworks, agreements

6 www.ETCluster.org NDMO comms systems What emergency communication systems does your NDMO have? – VHF 2 way Digital radio network (MCS Digital, NZ) – Emergency Siren Network (Southern Coast of Upolu Island) – satellite phones – SMS notification tool – selected recipients – radio broadcast system – only one AM station that is operated by Govt through MCIT (Radio2AP) and rest are FM Radios – Mobile telephones, landline, internet, email, social media, television stations

Yes and No - SMS is only send to pre-selected recipients at national and village level - Sirens are only available in the sourthern coast Do you have internal technical staff within the NDMO to support your systems? - Yes and No - ERN – DMO, FESA, Police; off-site support by MCS Digital - ESN – DMO, MCS provide off-site support - Bluesky (landline, fibre, SMS) & Digicel (SMS, ERN technical and co-location support) – general awareness through their networks

8 www.ETCluster.org What opportunities exist? What opportunities do you feel exist relating to emergency communications in your country? Where can we improve. - Cell broadcast – already available through existing mobile network - ERN – surveillance/damage assessment, internet, SMS - Mobile application for warnings and public alert information (Common Alerting Protocol – web-based, mobile app) - Submarine cable (new) - Social media - New NEOC (Kramer Ausenco) - Worst case scenario where communication is completely destroyed – back up communication will be needed to communicate with countries and partners outside of Samoa

What challenges does your NDMO face relating to emergency communications? - There is a lot of technology available – but limited resources so we need to foster existing and create new PARTNERSHIPS to address resource limitations - People with disabilities - Natural environment - SUSTAINABILITY (maintenance of equipment etc) - Call centre – direct all calls for assistance during emergency or response phase – Police, Fire, Bluesky and Digicel – how can we bring them together into ONE?

10 www.ETCluster.org Clusters/groups for emergency Does the NDMO in your country activate clusters / groups during times of disaster? Activated by DMO NDMP 2011-2014: - Disaster Advisory Committee - Sub-committees NDMP 2016 – 2019: - Disaster Advisory Committee - Sectors We do not have Clusters, BUT we identify in the NDMP where regional clusters can fit in and provide support
