Institutionalizing People’s Participation in Water Resources Planning & Manageme nt- गाँव बढ़े तो देश बढ़े Taking Rural India >> Forward

Ultimate Irrigation Potential - 139.89 mha Additional Potential – 35 mha through interlinking of rivers & rainwater harvesting Potential created 113.24 mha. Potential Utilized – 89.94 mha, Gap of 23 mha Net cultivated area – 141 mha. Net Irrigated Area – 65 mha (46% of NSA) Taking Rural India >> Forward

NABARD’s Involvement in Water Resources Sector Financial Intervention Providing Refinance to banks for financing Irrigation structures Technical design of structures & assessment of unit costs Formulating & implementing Area based irrigation schemes Financing to State Govt. for creating irrigation infrastructure and drinking water supply projects Developmental Intervention Promoting community irrigation projects under UPNRM Resource conservation through Watershed development Creation of community water sources under TDF Promoting efficient use of water through Producer Organizations Taking Rural India >> Forward

Community Participation Models  Role of Water Users Associations (WUAs) in irrigation management  Community Managed Tank Irrigation system  Micro irrigation through Farmers’ Collectives  Watershed development- a community approach Taking Rural India >> Forward

Micro Irrigation in Cotton crops Pre Development Conventional irrigation practices Depleting ground water. Reduced farm income & poor investment capability of farmers Adverse impact on farmers’ livelihood NABARD Intervention Capacity building on adopting micro irrigation system & improved farm practices Providing access to short-term credit through local community organization Creating post harvest facilities for value addition/ marketing of crops Impact Water needs reduced to only 45% compared to traditional method Farm income increased from Rs. 28851 to Rs. 58955 per acre Taking Rural India >> Forward

Preserving Tank Irrigation through community Key interventions  Organizing & training farmers’ Groups (100 groups)  Promoting land based activities through credit  De-silting tanks, deepening ponds, wells- improved water availability  Applying silt to fields- increase productivity  Others- community nursery raising, fish rearing, vegetable production, orchard development & cultivation of herbs  Credit support through promoting agency & monitoring Impact  1561 SF/MF benefitted & income increased (Rs. 3000/ acre/ season)  Productivity increased by 50% -silt application  Improved social status by productivity augmentation  Innovative financial product- NRM based activities made bankable. Taking Rural India >> Forward

Watershed Development Objective: To augment soil & water resources in rain-fed areas Key Features  Over 1600 watersheds in 18 States covered till date (783 completed)  Community participation- a mandatory requirement  Aggregate Financial outlay stood at Rs. 1678 crore.  Around 18 lakh ha area covered Impact  Improved availability of water resources (both SW & GW)  Crop diversification & in-situ soil moisture conservation  Better water governance through VWCs  Enhanced income of farmers & reduced migration Taking Rural India >> Forward

Financial Support to State Govt.-RIDF  RIDF started in 1995-96 with initial corpus of Rs. 2000 crore  Aggregate loan to State Govt.–Rs. 62312 crore for 2.89 lakh irrigation projects.  Potential created : 25.88 mha.  Management of irrigation through WUAs (medium/major irrigation projects). Taking Rural India >> Forward

Water Users Associations (WUAs)- Impact Study Current Status Total number in the country- 72613 (up to 2011) Area covered – 14.82 mha. Areas of concern in canal irrigation  Under utilization of created potential  Low cost recovery & inequitable distribution  Deferred maintenance & high managerial cost Hence, community participation in irrigation management- WUAs Taking Rural India >> Forward

Key findings of Impact study- 4 States ParametersMPMaharashtraGujaratRajasthan % increase in annual irrigated area 23-4216-39722-438Not quantified % Increase in Yield 25Diversified to high value fruit crops 20Diversified to soya bean & garlic Change in cropping pattern Not much Changed to non- water loving crops - grapes, etc. More remunerative crops due to assured water Changed from water intensive crops to non-water loving crops Increase in revenue realization By Govt.Irrigation charges recovery at 100% Doubled Taking Rural India >> Forward

THANKS for your attention Taking Rural India >> Forward
