6 21-07-0264-00-00006 Re-cirulation Ballot According to the IEEE SA, comments can be valid for three reasons: 1) Comments on changed text 2) Comments on text affected by changed text 3) Comments on text referred to by outstanding unresolved comments If comments don’t fall in the above category then they are Out of Scope and can be Rejected

7 21-07-0264-00-00007 When is draft ready to go to SB? 1] High Approval rating from WG ( >95%...) 2] In the last recirculation: a] No new Disapprove voters: b] No New Technical comments from Disapprove voters (as part of their Disapprove vote). The group should have seen similar comments before, either from these voters or others. c] The resolution of ALL submitted comments from Disapprove voters and even any other comments, leads to no Technical changes in the draft. If there are Technical changes in draft, then the draft needs to be re-circulated again. “On the technical comments received that are not part of a Disapprove vote, the group does not have to provide a technical resolution to these comments, though it is acceptable to do so. For these comments, the voter is voting to approve the draft. In essence, the voter is saying "I am perfectly happy if you publish the draft exactly as it was balloted." An acceptable resolution to these comments is that they will be considered in next phase.”
