2  The constitutional mandate of the Armed Forces of the Philippines (AFP) as well as its ready equipment and training allows the AFP to be deployed immediately in times of disaster.  The military’s efforts are not undertaken without close coordination with the Philippine government’s civilian agencies.

5  Streamlined means of communication within and among agencies is beneficial in responding in real time.  Clear guidelines and protocols ensure that the strengths of both the military and the civilian agencies are maximized.  Clear contact points for aid receipt and distribution is essential for the efficient management of international humanitarian aid.  Knowledge of international HA/DR protocols allows for smoother cooperation and more efficient joint-operations with foreign counterparts.  The promotion of disaster preparedness among local citizens is also vital in order to gain their immediate cooperation in disaster response.

7  Disparity in the development and capacity of disaster response institutions in each country  Uneven proficiency in international humanitarian response codes of conduct and operational terminologies among personnel  Absence of standardized mechanisms or methods for the collection and analysis of humanitarian needs

9  Creation of guidelines and training materials that integrate and consolidate international disaster response protocols with national policies  Further develop and encourage greater synergy among civilian and military offices in humanitarian assistance and disaster response  Empower citizens through the information- dissemination of disaster mitigation methods and disaster readiness drills.

10  Encourage joint / multilateral simulations and exercises in disaster management.  Support joint training and formation programs in military or civilian schools  Develop specialized forum for efficient communication and information-sharing among key national offices  Develop joint methods and tools for needs assessment
