4 INCIDENT MANAGEMENT DIVISION Mission The 20-person Incident Management Division at Sector Columbia River responds to all pollution threats along the Columbia River, and the coastlines and navigable waters of Oregon and southern Washington state. TYPICAL CASES: Mystery sheens Sunken vessels Grounded vessels Mystery drums Facility discharges and releases Vessel discharges and releases Exercises Derelict vessels Japan Tsunami marine debris

5 CFV CHENA SPILL Coos Bay, Charleston, OR – Oct. 18, 2015 Wooden hull vessel sank at the dock in Coos Bay, Or with an estimated 350 gallons of oil product on board.

6 M/V GLOBAL GOLD Pier 1, Astoria, OR – Oct. 25, 2015 02Oct2015, the Port of Astoria reported to Sector Columbia River that M/V GLOBAL GOLD allided with Pier 1 approximately 29 feet above the waterline in the Port of Astoria.

8 DBL-185 Portland, OR – Oct. 25, 2015 Sector Columbia River received a report of diesel spilling into the Willamette River from the Barge DBL-185; Tesoro/Kirby hold safety stand down in Anacortes, WA.

9 F/V PERSISTENCE Westport Marina, Grays Harbor, WA – Dec. 06, 2015 Terrific collaboration with Washington DOE on the case of F/V Persistence in Westport, WA. Contractors removed 500 gallons of oily water from the vessel.

11 DREDGE MULTNOMAH Goble, OR – Feb. 02, 2016 (on-going) Determined to be a substantial threat to the environment w/7,100 gal Bunker C in 3 tanks. Superb partnership w/Oregon DEQ and State Lands (also PAC Strike Tm).

12 M/V NORD AUCKLAND Port of Kalama, WA – Feb. 18, 2016 A 23,000 ton, Singapore-flagged bulk carrier. The NORD AUCKLAND was at anchorage near Kalama, WA – at river mile 76 – when it accidentally discharged Bunker C.

15 GOV’T INITIATED UNANNOUNCED EXERCISE Chevron Willbridge Terminal, Portland, OR – Feb. 10, 2016 Facility quickly activated sound response structure & executed facility response plan: boom deployed in less than 30 minutes; oil recovery devices staged in less than one hour; excellent command structure.
