1 Working Together To Provide MISSOURI SUBSTITUTE CERTIFICATES OF LICENSE TO TEACH Department of Elementary & Secondary Education July 2010 New Hire Process 7/2010

2 3 Types of Substitute Licenses starting in July 2010 Content–(substitutes with 60 hours) Career Education –(based on work and/or college experience) Educators–people who hold a Missouri certificate of license to teach

3 Educator Certification System 1.Content classroom substitutes (60 semester hours from academic degree granting program on USDOE accredited list) 2.Career/technical classroom substitutes a)(may have 60 semester hours of liberal arts or technical coursework) AND/OR b)(may have work experience --alone or in combination with college credit) 3.Missouri certified educators who are working as hired substitute teachers

4 Application Process is “On-line!” 1. L1 captures your fingerprints. a)Call for appointment @ 866/522-7067 2. Applicant applies for substitute certificate on-line http://dese.mo.gov http://dese.mo.gov 3. Mail original transcripts to DESE a)Write educator ID or SS number and “SUB CERT” on the transcript to help us find application and fingerprints 4. Certificate “issued” NOT printed! 5. District will annually report subs who worked; on-line reporting

5 Go to- http://www.dese.mo.gov Click on “DESE Web Applications” to begin

6 Create “User Name” & Password Each applicant is required to set up his/her own User ID. The district you sub in can not do this for you. Click “need a user ID” Menu options may change in the future

7 User ID Set up Page To obtain the User ID and Password, you need to provide “special” information. Remember that your email is public and you don’t want to create the wrong impression! If you do not have an email address you can use “free” services such as hotmail or googlemail. Please be sure to use a work place appropriate email as DESE & Districts will see this information.

8 Web Applications After you have created your User ID, log in. You will see several options to the left. You can change your password and edit your user profile as you wish. This “menu” is the same place you will use to apply for your educator’s license. After your User ID has been set up, changes can be made to your profile, password, etc.

9 Licensure System Click “submit” to enter or cancel to get out to system.

10 Begin Application Process Districts, colleges and educators all will use the same “Licensure” button to enter into the certification/licensure system. By clicking “licensure” you will be able to update your profile so that DESE may update your substitute certificate. Under Teacher Quality & Urban Education, click on “licensure”

11 Profile Information The MENU on the left side of the page controls what you can see and do. Sometimes, you may have to click on the “SAVE” button in order to enter information and “SAVE” to save the information. Your “personal” information (i.e. your name, educator ID, Social Security number) cannot be changed without legal proof of change. Notify DESE of legal name changes. You SHOULD change your contact information (address and telephone number) when necessary. Remember to “SAVE” the changes. Click on “profile” to begin Fill out your entire legal name, birth date social security number, etc. If correct SAVE

12 Education Enter your college education. Then, print this page and mail it with your transcript to: DESE P.O. Box 480 Jefferson City, MO 65102 DESE will then have your name and id numbers so we can scan the transcript and verify the information.

13 Professional Conduct This portion of the application is extremely important! Please answer all questions honestly. From the menu, go to Applications and click on Substitute Certificate. You will then complete the Professional Conduct and Application Type sections before submitting. DESE has access to ALL records – no matter what the attorney says!

14 Application Type o Content Substitute o Career Technical Substitute o Person with valid Missouri Teaching Certificate D. TYPE OF APPLICATION Individuals will obtain additional “forms” if they choose career/technical to report work experience. You may select only ONE type of application.

15 Career/Technical Substitutes 1.Bachelor’s* plus 4,000 hours of locally approved, related occupational experience, or 2.Associate’s*plus 5,000 hours of locally approved, related occupational experience, or 3.6,000 hours of locally approved, related occupational experience, or 4.Approved by the Commissioner of Education and possesses good moral character. * Education should be listed under the “Education” section and transcripts sent! OCCUPATIONAL EXPERIENCE: List all employment experience other than teaching or counseling that has contributed to your competency in the occupation for which you propose to qualify. If employment was part –time, indicate number of hours per week. All employment must be within the last ten years. Sworn Statement I, the above name applicant, hereby affirm under penalties of perjury that I am the applicant referred to in the preceding application for a certificate of license to teach in the state of Missouri, and that all statements and enclosures are true and accurate to the best of my knowledge, information, and belief. I understand that any misrepresentation of facts may result in the denial or revocation of the requested certificate(s). I submit for consideration this application as required by the Missouri law governing the practice of teaching. I understand that the Missouri Department of Elementary and Secondary Education may require further information of evidence that it deems reasonable and proper. Furthermore, I voluntarily consent to a thorough investigation of my present and past employment and other activities for the purpose of verifying my qualifications. In addition, I grant permission to access any court, FBI, or police records related to arrests and convictions related to good moral character or personal fitness pertinent to my certification, and to probation or parole records as well. BY SELECTING “I Accept”, I AGREE TO THE TERMS OF THE SWORN STATEMENT. I Accept Read the sworn statement and “ACCEPT”. This is your “signature”. 17 What You Can “See” You can “print” your own certificate. If you want an “official” one, the Department will print one for you for $25. “Menu” Choices View Status You can “print” your certificate from Application Status
