1 JOB HAZARD ANALYSIS “THE TOOL” Presented by: A. Quentin Baker Director of Safety, City of Burlington

2 What is a JHA? It’s the breakdown of job tasks for the purpose of employee hazard recognition, elimination and reduction. It’s the building blocks for an employee based safety program They are the critical to a zero injury culture

3 What are the benefits of JHA’s JHA’s can be used for new employee orientation JHA’s are effective tools for “safety talks” JHA’s educate employees on both job steps and hazard recognition JHA’s assist with identifying scope change JHA’s serve as a written reminder to focus on safety

4 Who Develops JHA’s? Although the development of individual JHA’s should be a joint effort between supervision and employees, the initial development should be written by those actually performing the task.

5 Where to begin? Create a listing of task that employees perform Management should review past incidents and job task that have a history of producing injuries, equipment damage, environmental concerns etc. Management must solicit job task that employees feel are the most hazardous Management and employees must identify all hazardous job duties and prioritize the list.

6 How do we build JHA’s Identify all tools,equipment and chemicals used Identify all needed Personal Protective Equipment Identify generic EHS hazards and “Human Error Traps” Evaluate generic preventive work practices and hazard control measures Break the job down “Step by Step”

7 Breaking Down the Task Identify the individual tasks/actions performed Evaluate the inherent risk for each step (L, M, H) Isolate the specific hazard(s) for each step Identify those short cuts that are taken everyday, (i.e. risky behavior) Look for hazard control methods and new technologies Identify ways to eliminate or reduce each hazard

8 Measured Improvements Building a JHA program within your organization typically produces the following results:  Increased employee involvement & focus on safety  Increased knowledge of the job and what is expected  Decrease in incidents including: injuries and equipment damage ($$$$$$$)  Decrease or better manage everyday hazards to both employees, contractors and public

9 The Bottom line A working JHA program has the unique ability to facilitate employee buy-in into the safety program that today’s management is so eager to support. When both parties begin to see this transition, employees tend to be more responsive, injuries decrease in both number and severity, and management’s role then becomes one of support.

10 The Dangers Dormant JHA’s Not conducting Pre-Job-Briefs using the JHA’s Management not fully supporting the program Employees feeling like they aren’t being supported Not correcting unwanted behavior Failure to recognize “scope change” Failure to recognize both program and employee successes
