Collects, compiles, and analyzes moderately complex data and information. From a leveling perspective, could be similar to an experienced senior-level secretary/clerk. Frequently required to interpret industry, department and function- specific guidelines. This can be an entry point to a professional-level position, depending on the functional area. Clerk: Using knowledge of a functional area(s), provides general office support, accounting, budget, finance, inventory or, in some instances, sales tasks. The responsibilities of clerical workers commonly include data compilation, information review, record keeping, filing, service counters and other administrative tasks. Representative: Serves as the initial point of contact for the work group/department/district to internal and external customers. This job represents HISD through delivering services and information in a specialized area or function. A representative often serves as a spokesperson or functional representative for the department/division’s policies and services, often through information sharing or direct service. Makes decisions and represents HISD within standards, guidelines and parameters. Technician: Using a combination of specialized training, education and experience, technicians are service-oriented jobs that typically inspect, diagnose, and repair systems, equipment, technologies and processes. Occupations requiring a combination of basic scientific knowledge, technical expertise, and manual skill which can be obtained through two years of post high school education, such as is offered in many technical institutions and junior colleges or through equivalent on-the-job training. Some specialized business support and inspection jobs, where work is guided by prescribed guidelines and procedures, can also be titled at technicians.  Eligibility for overtime pay is based on a review of the job’s duties and responsibilities and is a decision based on legal compliance; such designations have nothing to do with status, level or importance –These are only examples and not an all-inclusive list; many of HISD’s crafts and trades jobs are also nonexempt

Oversees the ongoing administration of a component of a program, a technology or a system. May work independently or be responsible for organizing people and resources efficiently so as to direct activities towards a common goal or objective. May provide input to the initial development of programs or systems initially, and is then charged with implementation, monitoring, maintaining or administering the process, program or technology. Works with management to plan and develop methods and procedures for the ongoing administration of area of responsibility. Analyst: Using knowledge of a specialized field of study, provides a combination of research and quantitative and/or qualitative analysis, including developing reports, synthesizing data, identifying trends, and regularly making data-based recommendations on matters of significance for management decision making. Analysts can be found in areas such as information technology, finance, business operations, research, policy administration, and risk management. Specialist: Top level professional position that typically requires a minimum of a Bachelor’s Degree, and frequently an advanced degree or equivalent experience. Regularly applies highly advanced knowledge of a specific field. Demonstrates expert level of knowledge in area of specialization including regularly providing in-depth insight, advisory services and subject matter expertise to other professionals, management and the community. In Academic, School-Based and Training job families, may also serve as the day-to-day program manager in area of specialization. Team Leader: Exempt professional using a combination of education and professional knowledge to regularly provide process and technical leadership to a group of exempt and non-exempt employees. Frequently provides senior-level expertise and performs escalated or more highly complex work of a similar nature to that for which they are overseeing. Provides direct day-to-day management to professionals and/or skilled support staff; may become actively involved, as required, to meet schedules and resolve problems. Works within specified guidelines and makes decisions regarding daily priorities and the application of technical/business processes within established guidelines for a work group or segment of a department. Receives assignments in the form of objectives with goals and the process by which to meet goals. Senior Manager: Manages a department or multiple major disciplines, often through subordinate managers. Regularly manages staff in the completion of large-scale projects/activities or a very closely related set of projects/activities. Works within broad guidelines and makes decisions regarding projects and department-wide initiatives including tactical planning. Receives strategies and broad departmental objectives from senior leadership; establishes operational objectives and work plans; delegates assignments to subordinate managers and staff. General Manager /Assistant Superintendent : Directs, through one or more subordinate managers, the development, deployment and ongoing management of key initiatives covering multiple disciplines, with responsibility for results in terms of costs, methods and employees. Establishes operational objectives and assignments for multiple disciplines/functional areas and possibly departments. Evaluates recommendations of others, deciding on course of action in ambiguous situations and oversees the development of innovative solutions. Identifies opportunities which make a significant difference to the performance of a department and indirect impact to the district; ensures development of ideas for unique programs, products, processes or solutions. Collaborates with senior leadership to develop strategies and broad departmental objectives; establishes methods, techniques and evaluation criteria for projects, programs and people in the achievement of strategic objectives. Regional Superintendent/Chief: Manages all functions/ managers across multiple departments and exercises full supervision in terms of costs, methods, and staff. Assigns projects and establishes performance metrics for managers and staff based on overall division or program goals. Provides strategic direction and develops long-range plans which impact multiple departments or divisions. Using in- depth knowledge of multiple disciples, identifies and evaluates high-impact issues, and provides strategy and direction to a major functional area or multiple departments. As member of executive management team, establishes programs and policies; ensures integration of operational activities across multiple major departments, program areas and possibly district-wide.
