3 Restricted Westminster Licensing Licensing Police The Licensing Unit is based at City Hall with the City of Westminster Licensing Department. This Unit is staffed by two Police Sergeants, six Police Constables and one civilian administrator. The team is responsible for Promoting the Licensing Objectives when dealing with Licensing matters in over 3500 premises: -New Applications -Variations (Full and Minor) -DPS Applications (new and variation) -SEV Licensing Police also take enforcement action through requests made to the City of Westminster Licensing sub-Committee. 5 Restricted Westminster Licensing Best Practise When making any type of application, it is the expectation of Police that the applicant will refer to the City of Westminster Licensing Policy and the Governments Revised Guidance (under S.182 of the Licensing Act 2003 (page 39)). As each application will be judged on its own merits, every application must be the best application that the applicant can make. There is a limited amount of time to be allocated to each application. The applicant must be clear: -What do they want? -Why do they want what they are asking for? Insufficient information will result in Police objecting. 6 Restricted Westminster Licensing Best Practise During a Visit A Licensing Visit is inevitable, regardless of whether there has been an incident or not. The following guidance may be helpful: 1)The most experienced (in licensing) member of the management team conduct the visit. 2)Have a full copy of the premises licence to hand. 3)Ask what the reason for the visit is (if it has not been explained). 4)Know what Conditions are on the premises licence. 5)Have a regular checklist which ensures the Premises Licence Conditions are being regularly checked by staff – for example CCTv. 6)Ensure records of checks, accident books, incidents etc. are easy to find. Action plans are one such way of dealing with an incident and promoting the licensing objectives. Note: An action plan must be SMART. Police are unable to assist when writing an action plan as they must be appropriate to what the venue can achieve. There will be times when incidents occur in licensed premises. 8 Restricted Westminster Licensing Business Crime Reduction Partnerships Supporting businesses in reducing crime and disorder. Sharing information between businesses and police Members radio scheme Members access to electronic platform sharing information on incidents and offenders committing crimes against the business community. Banning orders generated and served on individuals committing crime, disorder and anti-social behaviour. This will include all members premises. (First stage of criminal proceedings for ASB) Safer London looking to extend across the capital. Business Improvement Districts link in with business crime reduction.
