2 Cuba 1898: Teller Amendment: Once U.S. overthrows Spanish rule, Cubans would be free. 1900: Platt Amendment: – U.S. gets Guantanamo Bay. – Cuba can’t make treaties without U.S. approval. – U.S. could intervene in Cuba if necessary.

3 Puerto Rico 1900:Foraker Act – PR becomes a territory. 1901-1903: Insular Cases – The Constitution does not apply to new territories. 1917: Jones Act – PRs can elect their legislature and governor. – PRs cannot vote for U.S. President.
