3 Southeast Region Emergency Operation Structure Overview –Designed to provide a centralized point of control and direction prior to, during, and after an event –While this provides the ability to maintain control for an Event, it further allows the management team to perform at its highest levels by having a single point of contact that sees the Big picture Corporate EOC –Verizon national liaison that manages multi-region impact –Coordinates communications to Senior Leaders –Provides national level support RCC/EOC (Emergency Operations Center) –Consists of the Region’s executive staff under the direction of the Emergency Control Officer –Functions as the Region’s Policy Group (when to close centers etc.) –Establishes Separate Business Units conference bridge for Event updates –Provides interface between the affected area and all resources outside the Region –Controls all internal and external communications

4 Southeast Region Emergency Operation Structure DCC / RCC Division Control Center –Consists of personnel from the Division Resource Management Group, Engineering / Planning, Business Analysis Group, Operation Support and works with the local Area Managers –Centralized point where checks and balances can be applied for preparation and restoration of an Event –Coordinates personnel related services (supplies, time reporting, safety, lodging, etc.) –Develops a service restoration plan to maximize efficiency and effectiveness of resources –Complies and reports preliminary damage assessment. Also functions as the Insurance Recovery Team by tracking and compiling restoration costs –Tracks and provides trouble volumes and other information to the EOC as required DAG (Damage Assessment Group) –Consists of all Departmental Groups within the Region as required –Works under the direction of the Local Area Managers –Responsible to protect outside plant facilities through advanced preparation and the First In Teams –Responsible to provide damage assessment of impacted Verizon facilities and properties –Responsible to assist the Division Control Center in developing a restoral plan

7 Southeast Region Emergency Preparedness Team Roles and Responsibilities Roll of Verizon Southeast Region Emergency Operations Center (EOC) –Develop and continually update Emergency Preparedness Plans Contact information Critical information –Annual exercises Wide spread events Building emergency drills

8 Roles and Responsibilities Linkage with governmental agencies –Partnership with County EOC Dedicated representatives –Communication to PSC on impact and progress –Communication to DMS Telecommunications and Wireless Services Coordinate Continuity Planning –Mission Critical Centers –Work Stoppages –Pandemic (bird flu)

9 2009 Strategy Continued dedicated EOC –Verizon Southeast Region EOC is a dedicated hot site –Located in a facility that is not in any evacuation zone and has full generator back up –Food and bedding for emergency team –Installed all new computer hardware in the EOC in 2007 Annual Region Emergency Exercise –The Region EOC team performs an emergency exercise for Hurricanes and in most cases uses the Florida Hurricane exercise as the format –Participate in Verizon national emergency event exercise

10 2009 Strategy Annual updated Emergency Plan –Each year our plan is updated with lessons we have learned from events within our own organization as well as other companies and organizations from the previous year –We are required to send our updated Emergency Plans to our Corporate EOC annually Partnership and communications with 7 County Emergency Management Teams and PSC –Verizon EOC personnel are part of the Counties planning and working teams –Verizon also provides manpower to staff the Counties EOC during an event –Continue to work very closely with County agencies to establish “first in teams” –Communications to and support from Florida PSC

11 2009 Strategy Implement best practices from the County Emergency Plans and other Verizon EOCs –Verizon, as a working member of the Counties Emergency Teams, has the opportunity to see and work with other Emergency Plans –Best practice sharing with other Verizon EOCs Verizon continues to be pro-active Verizon continues to be pro-active –Central Office preventative maintenance Annual battery testing Monthly generator testing Daily preventative maintenance routines –Vendor inspection and repair to portable fuel tanks

12 2009 Strategy Pole Hardening –Verizon has inspected 35,000 poles program-to-date which is approximately 33% of its pole inventory. Poles that fail inspection are replaced Material –Verizon in preparation for each Hurricane season increases our material and supplies on hand by approximately 10% to ensure should we have an event we have the material to start restoration –Through coordination with our Corporate EOC, we can bring in resources and material from anywhere in company if needed
