EMERGENCY MANAGEMENT WARRANDYTE COMMUNITY FORUM, 12 NOV 2015 TRAFFIC MODELLING

2 TRAFFIC MODELLING OBJECTIVES To investigate options to provide additional vehicle crossing capacity of the Yarra River in the vicinity of Kangaroo Ground - Warrandyte Road Bridge for emergency management (bushfire).

3

4 Bridge

5 Modelling Scenarios Baseline: Non-emergency existing peak hour volumes surveyed Scenario 1: Emergency evacuation volumes (Do Nothing) Scenario 2: Upgrade old bridge and localised improvements Scenario 3: Install second bridge (emergency use only) Scenario 4: Upgrade bridge and install second bridge (emergency only) Example of second bridge

6 Baseline – Non Emergency Peak Volume AM peak Hour Most critical Existing bridge carries 1080 vehicles/hour heading southbound (AM peak) T-Intersection at Research Warrandyte Rd is congested in both AM and PM Peak Roundabout is congested in the PM peak (western approach)

7 Scenario 1 – Emergency Volumes (Do Nothing) Traffic Generation Evacuation traffic volumes based on Vic Transport Stats Portal All registered vehicles assumed to be at home prior to evacuation All registered vehicles will evacuate home address (worst case)

8 Emergency volumes (southbound) = 2502 vehicles / hour / lane Typical AM peak volume (southbound) = 1080 vehicles / hour / lane Capacity of existing bridge = 800 vehicles / hour / lane Evacuation time exceeding 3 hours Traffic Generation (continued...)

9 Two southbound lanes and one northbound lane. Pedestrian facility on the side of bridge Scope includes upgrading bridge, new T-intersection signals (at Research-Warrandyte Road), and widening of KG-Warrandyte Road prior to bridge. Scenario 2 – Upgrade Current Bridge to Three Lanes

10

11 Scenario 3 – Second Bridge for Emergency Use Only Location: Bradleys Lane Connects to Everard Drive Upgrade of local roads Engineering constraints Environmental Maintenance Restricted access outside of emergencies Fire risk during event

12 Scenario 4 – Upgrade Bridge and Install Second Bridge Combines Scenario 2 and 3 Best time savings May require staged approach

13 ScenarioEvacuation Time Time Saving Cost 1. Do Nothing 3 hrs0 2. Upgrade bridge1.5 hrs $5 - 7M 3. Second bridge2 hr1 hrs$2 - 3M 4. Combine 2 & 31 hr2 hrs$7 - 10M Comparison of Scenarios

14 NEXT STEPS ? COMMUNITY FEEDBACK & BIDDING FUNDING & PRE-CON ACTIVITIES COMPLETION Now – Feb 2016May – Dec 2016SUMMER 2017/18

15 Warrandyte Webcams There are two locations: Research-Warrandyte Road

16 Kangaroo Ground-Warrandyte Road Near Dingley Dell Road

17 Purpose Take photographic images of the road every 30 seconds Timeframes Target Date Installation – before this Christmas Target Date Commissioning/Switch-on – February 2016 Benefits The photographic images can be accessed online. The App can be installed on ipad, tablets and mobile phones which can be accessed 24/7. This provides early warning for local residents of traffic conditions so they can plan their evacuation in a timely manner.
