This means people could be arrested without being told of the charges against them and did not have to go before a judge. Why would he do that?

22 Emancipation Proclamation
It freed the slaves ONLY IN THE REBELLING SLAVE STATES. Military Effect: Undercut the Southern labor force when Union troops came south. Symbolic effect: gives moral purpose to war. Diplomatic Effect: Britain will not ally with the South because it puts the slavery question at forefront of war.
