Second, Grand Strategy examines both internal as well as external factors Third, it accounts for both periods of peacetime and wartime Overall, Grand Strategy is an all encompassing strategy for a country

4. SOME QUESTIONS TO CONSIDER WHEN BUILDING GRAND STRATEGY What should the focus of the grand strategy be? What is the problem we are trying to address? Is there going to be consensus for the grand strategy? Is everyone going to agree on the problem and the course of action the grand strategy takes? Is there enough leadership to implement policies for the grand strategy?
