2 What should Canada’s foreign policy be? 1. Canada should have an open door policy, our country should be free to everyone who wishes to come. 2. Canada should bring only immigrants who are willing to speak the language and contribute to our society. 3. Canada needs to retain some cultural homogeny, it should focus on immigrating cultures that are similar to itself. 4. Canada should offer work visas and temporary residence, but citizens should be born here and have an internal understanding of what it means to be Canadian.

3 How to get to Canada Foreigners are here for a variety of Reasons Short Term Work Permit (controversial) Visitors Visa (vacation, visitation) Student Visa (Temporary Resident) Work Visa (Temporary Resident) Immigrate (Permanent Resident) Citizenship (Full Canadian) Refugee and Asylum (Special Circumstance)

4 Short Term Work Certificates Controversial because it implies injustice. Everyone should receive equal pay for equal work… or should they??

6 Immigration to Canada People can come to work here and stay for a prolonged period. People are still citizens of their home country. They are not yet Citizens of Canada. They are entitled to benefits of Canada and they are taxed on their income.

7 How do we decide on who is an eligible immigrant? Talk with a partner: When we decide who gets to immigrate and who does not how do we decide? Create 3 criteria

8 1971 Multi-Culturalism Act Trudeau adopts the idea of a multi-cultural Canada and creates this act. Indirectly this act moves Canada away from being white and Christian. Trudeau uses the motif of a cultural mosaic. This analogy is still in common use today. Canada would be one of the first countries to adopt a multi- cultural policy Recently many countries now move away from multi-cultural policies

9 1976 Canada Immigration Act Power to provinces to decide their own immigration rules (for Quebec) Creates a refugee class. Family class (family members of citizens) Individual class Coming up with the color blind points system.

11 Citizenship if you were born in Canada or if you Apply There are certain rules one of them is a delay before you can apply. Then there is a citizenship test. Pledging allegiance to the Queen etc.

12 Refugee & Asylum Status Anyone can claim asylum and then a board reviews your claim Every case that is accepted establishes precedent.

14 Should Canada ere on the side of caution or ere on the side of generosity.

15 Fast Forward 2014 It is highly political. Higher levels of illegal immigration… especially in America A massive topic internationally as Europe seeks to define itself. In Canada it is getting bogged down with bureaucracy.
