4 Using the Human Capital Use the Champions and Advocates in training programmes More advocates promote national awards on DRR for local governments (LGSAT as the application form) Engage Role Models, Champions, and Advocates in providing inputs to the Post-2015 processes

5 Using the Social Capital Linking partner organizations and signed up cities on specific issues of interest in a “DRR market place” style, both at the sides of future local government events, or offline through UNISDR facilitation. How to engage civil society networks support local governments How to engage academic and technical insti tutions support local governments How to support Parliamentarians to use the LG-SAT reports to develop new legislation, in particular related to land use planning, and in their oversight function in Government How to support Parliamentarians to advocate for improved local DRR financing and increased capacity at the local level How to support private sector support work with local governments on DRR issues

6 Using the Structural Capital Development of more detailed guidance on specific issues such as land-use and urban planning Along the lines of the UNISDRs work on indicators, review the local HFA indicators taking into account the development of HFA2 Explore how the “Ten Essentials” can serve the purpose of other partners, (such the donors, implementing agencies ) in their work on local disaster resilience. Update the Mayors Handbook; Develop a report on the evolving findings from the LGSAT; Collect cases of local level achievements on the implementation of HFA at the local level.
