5 Purpose of property strategy Set out the principles which will guide corporate and service asset management planning; Show how property can contribute to the delivery of corporate priorities and respond to key business drivers; Set out how the Council intends to obtain value for money from its property assets and the role of property in business planning;

6 Purpose of property strategy Provide a rationale and framework for the ownership, occupation and management of property; Set out future property aims and long-term goals; Provide a high level performance management framework.

7 Developing the Property Strategy Iterative process with Capital Board Established and tested propositions and principles Attempted to ensure it properly supports / contributes to Council aims/ objectives

8 It provides a framework for The roles and responsibilities of all stakeholders The relationship between asset plans The way investment is prioritised How services and projects will be procured The expectations around performance management

9 What has changed? Recognition that services are paramount Property supports effective service delivery Asset planning is an integral part of business planning Property can be a catalyst for change - office rationalisation, regeneration

10 What does this mean? Better cross council planning and use of resources – no more ‘silos’ Better understanding of issues and opportunities internally and with partners Fewer but better platforms for improved service deliver Less waste, more efficiency in the use of property as a good

11 How will it contribute to Corporate aims? Through fully understanding all aspects of property ownership and occupation and measurement of how the portfolio performs;

12 The Property Strategy will contribute to Improving the way the Council works and occupies an optimum amount of high quality and cost- efficient central office accommodation in Weston- super-Mare and be delivering quality local services effectively through locality working;

13 The Property Strategy will contribute to Better lifelong learning opportunities through modernising most secondary schools and over half of the primary schools estate; Improving customer satisfaction and the way we work by sharing an increased amount of office accommodation and other buildings with service partners;

14 The Property Strategy will contribute to Building safer and stronger communities by supporting local communities through transfer of property assets, whenever possible and feasible, and assisting in their long-term management; Increasing prosperity, and enhancing health and well being, by utilising the Council’s property holdings to support key regeneration and development initiatives;

15 The Property Strategy will contribute to Protecting and improving the environment, as well as enhancing health and well being, through significantly improved energy efficiency of the Council’s buildings and be on course to achieving carbon reduction targets; Clear leadership, quality services and an affordable council tax by having effective, efficient and economic asset management, facilities management, procurement and project delivery regimes.

16 So what, we’re in recession? Even greater need to use scarce resources effectively and efficiently! CAA requires a more strategic approach with partners Should be one of our ‘tools’ to help lever in further resources (BSF, PCP, Co-location fund etc.)

17 So we’ve finished – job done! No this is the end of the beginning! SAMPS by July 2009 CAMP October 2009 Area based pilot AMP January – June 2010?
