4 IAEA 3 service categories Capacity building (including training, guidance, information and support networks) to strengthen the basis for well informed national decisions and choices among technologies, technology providers and service providers Peer reviews to provide assessments and assurance regarding the quality and comprehensiveness of a State’s preparations for a nuclear power programme Direct assistance with specific implementation tasks, including management of projects in limited specific areas

9 IAEA 10 recommendations 1.Develop policy statement on services to be offered 2.Better define “services” and “direct assistance” 3.Consider “programme management” from perspective of developing NP programme: consider senior executive course. 4.Develop standard pre-feasibility and feasibility study definition

10 IAEA 10 recommendations 5.Develop evaluation of industry 6.On bid evaluation, limit Agency service to process 7.On finance, need dedicated consultancy and be very careful beyond phase 1 8.Avoid conflict of interest on peer review and direct assistance
