WHY DOES INCOMPLETE COMBUSTION OCCUR ?  Hydro carbons basically have a CAGE like structure and hence availability of oxygen is less.  Hydrogen exists in its less reactive para state.  Oxygen has 2 valence electrons and hydrocarbons have neutral molecular structure and hence they get repel each other resulting in incomplete combustion.
