2 Introduction & Overview Local Partners Capacity Building Project (LPCB) – Project Dates: May 2008 – June 2013 – Location: Zambia, nationwide – Goal: Improve overall capacity of selected local organizations to ensure efficient and effective expansion of their programs so that quality HIV/AIDS services are delivered in Zambia. – Partners: 107 organizations, 3 capacity leaders Enhancing Nigerian Capacity for AIDS Prevention (ENCAP) Project – Project Dates: April 2010 – April 2015 – Location: Nigeria: FCT, Bayelsa, Benue, Ebonyi, Rivers, Taraba – Goal: to facilitate behaviors that will decrease HIV transmission in Bayelsa, Rivers, Benue, Taraba, and Ebonyi states and the Federal Capital Territory (FCT). – Partners: 25 organizations

3 Capacity Building Operating Model Selection of partners Capacity assessment of each partner Capacity Development Action Plans Core capacity trainings Release of competitive RFA for grants to support service delivery or capacity building Implementation of grants and/or Continuous capacity building Certificate of participation (partners without grants) or graduation (grantees) Continuous OD Repeated assessments and planning

4 Unique Characteristics of LPCB/ENCAP Model – Sustainability: Develop capabilities and expertise of local Capacity Leader (CL) organizations and individual organization development facilitators (IODF) to become sustainable institutional strengthening service providers for local organizations; strengthen collaboration between partners and government – Active engagement: Annual self assessment tool leads to individualized improvement plan with appropriate goals, fostering ownership and accountability, tracking of progress – Capacitated grant management: Partners trained in OD and HIV technical topics prior to competing for grants; better able to successfully manage grants and implement improved HIV services – Graduation categories: Graduation, Completion, Participation

5 Critique of the Model Benefits Real commitment to CB, since grants are not guaranteed Training prior to funding Availability of phased funding Competitive RFA CB from peers and local resources = sustainability Opportunity for growth based on performance Networking and recognition Challenges Risk of reverting back to original state once funding/partnership ends Small CBOs vs. intermediate sized organizations or integrated networks Creation of unsustainable salary/benefit structures and infrastructure Limited opportunity for technical updates and quality assurance post-partnership USG specific
