2 BASIC PRINCIPLES You cannot have STRONG Regional capacity without STRONG NATIONAL Capacity You cannot have STRONG Regional capacity without STRONG NATIONAL Capacity In nearly all cases it is NATIONAL institutions that have mandates to administer, conserve, manage, regulate, harvest etc for BIODIVERSITY RESOURCES.
