30 Answer 3 – 40 Ohio was a free state making it an important part of the Underground Railroad Ohio had the Ohio River as it’s natural border separating it from the Southern states that were not free (runaway slaves used this as a guide to know that freedom was on the other side).

31 Question 3 - 50 Why did the Southern states sign the Northwest Ordinance in agreement that the new states of the north would forbid slavery?

32 Answer 3 – 50 The South was ok with the North not having slaves because without slaves they wouldn’t be able to have large tobacco plantations and compete with the South Any runaway slaves had to be returned to their owners so the South was not in danger of losing their slaves to a free state such as Ohio
