5 5 Correction or updating of submitted patent statements –What types of changes are permitted (or are requested) to be made to a previously submitted Patent Declaration Voluntary patent scans -How to handle patent searches or computer scans for patents voluntarily done among interested parties outside the ITU Transfer/assignment of patent rights -Support given to the concept that the commitment to negotiate a license should remain effective even after the transfer of the patent rights to a new Patent Holder Definition of “essential patent” -Possible elaboration beyond “Essential patents are patents that would be required to implement a specific Recommendation | Deliverable” (e.g., technically essential) Example of proposed improvements to the Patent Guidelines (all are ongoing discussions as there are significant issues) Strategic Direction (2/4)
