6 Points for discussion Accommodating relatives and friends struck by natural and man-made disaster is a human trait very much valued. It is however better to give fish to these relatives and friends then to give them a net and boat and let them catch fish for themselves.

If a group of resource users has identified resource management as the major problem and the right to manage as the most pressing right, then we do have a tool box full of tools to be used. -licensing resource users -sanctuaries -temporary closures -buy out of destructive gears This has to be matched by monitoring (a sample of the) catches, arresting violators and properly fining them. As long as the management right is translated into plans that are easily understood, the financial means for these plans are not hard to find given the current interest in decentralized management in general and in fisheries in particular. If the above statement is answered with a yes then we have to watch for opportunistic behaviour. Identifying management right as the main issue just for financial gains of a few.
