3 The TAP’s role was to identify the qualifications needed for that sector and to seek out members of a TESDA Expert Panel (TEP) for each of the qualifications identified. 6 A Qualification should be competence- based. TESDA has identified Basic, Common and Core Competencies.

7 A Competence-based Qualification was implemented due to the following: Competence is simply a statement of learning outcomes Competence is simply a statement of learning outcomes Competencies help trainors, learners, etc. to have a common understanding about specific Attitudes, Skills and Knowledge (ASK). 10 I look forward to the day when all persons certified for a qualification from a guild which can be a partner of TESDA in promoting and further professionalizing said qualification. I urge all concerned to finally establish a National Qualifications Framework.

11 In an ideal world, a National Qualifications Framework should be a series of stepladders.
