Answer: 31  Which states would the candidates most likely campaign in?  States with the most electoral votes, such as California, New York, Texas, Florida, Ohio, Pennsylvania, etc…

7 Page 30~ About when we vote:  Why November? Since most Americans used to work in farming it made sense to wait until early November when the harvest season was over  Why a Tuesday? Many voters had to travel great distances and overnight to get to their voting place, this meant that to avoid traveling on the religious day of Sunday, voting was delayed to Tuesday giving people Monday to travel instead  Why not November 1 st ? It is a very special and holy day for Roman Catholics and Congress wanted to avoid voting on a religious holiday, also, many businesses tallied their receipts from the end of the month and it would be tough for many merchants to have to travel to vote on that day.
