3 July 9-11 2014 Required Documentation NEPA –Categorical Exclusion Determination completed 9-9-13 Safety Assessment Document (SAD) –Will develop safety bases for Credited Controls for electron accelerator –Design Review reveals similar risks are analyzed in current C-AD SAD Accelerator Safety Envelope (ASE) –Additional Credited Controls will be added to RHIC ASE Unreviewed Safety Issue Process (USI) –Will use existing USI process at C-AD –USI process evaluates changes to procedures and equipment that might impact the ASE or change the safety bases in the SAD –USI process evaluates events and occurrences for impact on ASE and safety bases Contractor Assurance System (CAS) –Will use existing programs at C-AD Configuration Management (CM) of Safety Components –Will use existing programs at C-AD 3

4 July 9-11 2014 Accelerator Safety Commissioning Plan and Fault Studies –Commissioning plan and fault studies are being evaluated by an ARR Team for the ERL in Building 912 during July 2014 –Commissioning plan and fault studies will be redone for the LEReC at RHIC Credited Controls –Shielding –Beam current and beam energy –Access Control System Accelerator Operator Training and Qualification Program –Will extend existing Operator T&Q to LEReC Accelerator Commissioning Procedures –Commissioning procedures for ERL will be modified to address LEReC Work Planning and Control Related to Accelerator Safety –Will employ existing work planning and control procedures Cyber Security –Will deploy existing cyber security plan to LEReC QA –Will use existing QA program for equipment, procedures and software 4

5 July 9-11 2014 Industrial Safety The industrial hazards will be noise, lasers, rf, ODH, cryogenic fluids, magnetic fields, vacuum spaces, pressure vessels and pressure piping, electrical systems, H from radiolysis of cooling water and ozone from beam in air Hazards were considered during the design phase ODH, lasers and rf will have engineered safeguards to minimize hazards during operation Engineered safety system designs will be documented ODH safeguards will interface with the RHIC ODH alarm and emergency fan systems Engineered safety systems will be checked prior to operation to ensure they perform according to design Routine operational checks will be employed for the ODH alarms and emergency fans C-AD will address hazards during work using C-AD work planning and control procedures –All industrial hazards during work installation, trouble-shooting, testing, repair, and maintenance will be mitigated by meeting SBMS requirements The staff that works on or operates the LEReC will be qualified by training on the relevant industrial hazards Previous operational experience with RHIC and ERL industrial hazards will be applied 5

6 July 9-11 2014 Radiological Safety Program Scope of radiological hazards include the beam hazard, and x-rays during rf cavity and buncher operation without beam Activation of materials is not an issue Engineered safety system designs will be documented Engineered safeguards include shielding and an access control system Shielding will interface with the RHIC shielding, and there will be an interface to the RHIC access control system –Shielding and enclosure safeguards will be checked using fault studies to ensure they perform according to design C-AD will address radiological hazards during work using C-AD work planning and control procedures –All radiological hazards during work will be mitigated by meeting SBMS requirements The staff that works on or operates the LEReC will be qualified by training on the relevant radiological hazards Previous operational experience with RHIC and ERL radiological hazards will be applied 6

7 July 9-11 2014 Emergency Management Program An emergency management program will be supported by a plan and procedures The existing emergency plan for C-AD as a whole will be used Procedures relevant to LEReC emergency actions will be developed There are only onsite hazards and impacts for both normal operations and credible accidents at LEReC Operations personnel will have an effective understanding of emergency procedures 7

8 July 9-11 2014 Records Management Key records are already identified for accelerator operations (e.g., pressure vessel and piping documentation, access control system documentation, ASE, SAD, logs, shield drawings) Records custodians for key records are identified in C-AD procedures Records are managed and stored properly Existing record management program will support commissioning and operation of LEReC 8

9 July 9-11 2014 Conduct of Operations LEReC management and staff will be involved in the development and implementation of the Conduct of Operations program attributes specific to their operations Previous operational procedures developed for RHIC and ERL will be modified and applied LEReC operating staff will be trained in the applicable Conduct of Operations procedures 9

10 July 9-11 2014 Assurance Elements Related to ESHQ Accelerator Readiness Reviews (ARRs) and Internal Readiness Reviews (IRRs) and third-parties (ISO14001 and OHSAS 18001 Registrar, NFS ) validate the assurance elements ARR/IRR Team members and NFS are independent of LEReC ARR and IRR Teams validate the implementation of specific DOE 420.2C assurance elements: –Unreviewed Safety Issue Process –Configuration management program for Credited Controls –Conduct of Operations assurance elements (e.g., Communications, Investigation of Abnormal Events, Conditions and Trends, Independent Verification) –Document control program for procedures, safety bases and authorization documents –Engineering design process for safety related components 10

11 July 9-11 2014 Assurance Elements Related to ESH NFS validates the implementation of OSH (OHSAS 18001) and Environmental (ISO 14001) assurance elements: –Rigorous, risk-informed, and credible self-assessment (safety committee reviews, compliance reviews, work observations, annual Management Review) –A structured issues management system (Action Tracking System) –Timely and appropriate communication to BNL and DOE BHSO –Continuous feedback and improvement activities, including worker feedback mechanisms (Work Planning; Department, Division and Group Meetings) –ESH metrics and targets to assess the effectiveness of performance 11

12 July 9-11 2014 Summary Due to integration of LEReC with RHIC operations and use of ERL components, many ESHQ activities have been initiated Remaining ESHQ activities include work planning for safe installation of LEReC in RHIC, development of commissioning/operations documents, internal C-AD safety reviews for new components, performing the accelerator readiness processes (IRR/ARR), and obtaining BNL approvals and BHSO authorization to operate Based on prior experience, completing the remaining activities is low risk for LEReC 12
