4. 4 Approach Step 1: draw up COTS map that structures COTS components, systems and services in relation to the existing architectures Step 2: Use COTS map to discuss strategies scenarios to elaborate and prioritise promising “ Quick-Wins ” Step 3: Inventory of examples of recent COTS tenders will be made, including examples of international cooperation and will include overview of present developments in the field of procurement.
