7 Pact Cambodia I www.pactcambodia.org Program Areas and Objectives Program AreasDescription of Objective Program area 1 – Sub-National Administration Organization Development To create functioning sub-national administration institutions through the establishment of a management system in line with the democratic participation principles Program area 2 - Human Resource Management and Development Systems To institute a highly motivated and professional civil service in sub-national administrations that is accountable to and managed by the Council Program area 3 – Transfer of Functions Promote the delivery level and quality of public services through the transfer of functions to SNAs, with the corresponding responsibility, authority and resources to carry out those functions Program area 4 - Sub-National Budget, Financial and Property Management Systems To establish and institutionalize a functioning, coherent system to enable SNAs to obtain/raise adequate resources over which they have varying degrees of discretion; to allocate these funds in a transparent and accountable manner. Program area 5 - Support Institutions for D&D Reform To strengthen national institutions that will guide the implementation of the 10 Year Program and support SNAs.

10 Pact Cambodia I www.pactcambodia.org Three Cross-cutting programs Cross-Cutting programDescription Accountability and protection of the poor and disenfranchised groups  Establishing of new lines of accountability  Creating awareness and establishing systems, procedures and mechanisms to ensure citizens’ rights are protected, voice is heard and resources are utilized in accordance with the law  To ensure citizens have legal right to access information about the decisions and actions of the councils  Establish mechanism for citizens to evaluate the activities of councils and to hold councils to account for poor performance  Accountability mechanisms are incorporated into all elements of government reform, the legislative process and the administrative process.
