3 Operational programme for development of human resources Overall: 7% of resources (53 million EUR) for NGO activities 13 million EUR reserved exclusively for NGOs: »Promotion of the development of NGOs, Civil and Social dialogue for 2007-2013«

4 Access to projects within the other two OPs: Operational programme for strengthening regional development potentials Operational programme of environmental and transport infrastructure development

5 Promotion of the development of NGOs, Civil and Social dialogue for 2007-2013 Improvement of the staff structure and capacity of the employed in the NGO sector; Development and functioning of the NGO networks according to priority areas; Support for programmes for the strengthening civil and social dialogue; Support for projects of promotion of NGO sector and good practices.

6 NGO sector in Slovenia Employment: 0,53% of all active population in Slovenia (average: 4,9%; comparison: Czech Republic 2,8%, France 4,9%, Sweden 2,5%); 0,74% if other forms of payed work such as student or honorary work are included 80% of NGOs have no employed (only volunteers) State performs many services (especially social) that are elsewhere in the domain of NGOs

7 Partnership principle programming: public consultations, special meetings with NGOs and through the Council on Sustainable Development implementing, monitoring and evaluation

8 Consultations with NGOs before and after the presentation of draft Operational Programmes (from February 2006) Issues raised by NGO: - level of cooperation - systematic inclusion of NGO sector in implementation of development projects - larger share of resources exclusively for NGO sector - sectors' administrative capacity - assuring the liquidity of assets

9 Implementation NGO suggestion: Programme Committee for assessing implementation of each OP NGO representatives in OP Monitoring Committees (also in EQUAL 2004-2006) Open issues: technical assistance, pre- financing First calls: September 2007

10 Identification of Target Projects NGOs involved in elaborating suggestions for sub- programmes of the Promotion of the development of NGOs, Civil and Social dialogue guidelines for the Ministry of Public Administration that will issue CfPs within the priority orientation Identification implemented by Expert Committee that included members from three NGO associations and networks at the state level: CNVOS, Association of societies of Slovenia and Association of Slovenian Foundations Project financed through 2007 call (Support for programme activities relating to the dialogue between the Government and NGOs)

11 Target projects: - cooperation and networking of NGOs (national/regional, horizontal/thematic); - employment in NGO sector; - training of staff in NGOs; - help in NGO operation (legal, financial advice, use of IKT); - development of financial resources for operation of NGOs (marketing, fundraising); - recognisability in non-governmental sector of Slovenia (PR, media); - development of civil dialogue.
