4 Teacher and Student Engagement Teachers and students ultimately determine success of any improvement initiative Teachers and students must be meaningfully engaged in the planning process How do we accomplish this goal? Reports to faculties after every planning team session Opportunities for teacher feedback at frequent intervals Demonstrate that their input is important

5 Community Advisory Committee Number of members is flexible Should represent cross-section of community Selected by planning team with board approval Reviews and makes recommendations on each component of the strategic plan Participates in development of operational plans

6 Community Engagement A strategy for meaningful community engagement should be developed Community conversations Business and industry Faith community Civic and political entities Education entities outside k-12 Other stakeholders

7 Beliefs Beliefs are statements of convictions and values. The planning team develops statements. They address: The nature of children The nature of learning The nature of society The nature of the educational task The nature of the educational process

8 Development of Key Findings Key findings are statements relating the most important findings from the environmental scans. The planning team develops the key findings. The external and internal environmental scans are analyzed to determine a set of findings that provide the impetus for development of the strategic plan.

9 Development of Mission Statement The mission statement is a statement that relates the purpose for which a school district exists and the primary function it performs. The planning team develops the mission statement by responding to the following questions: What is the purpose of the school district? Whom does the district serve? How will the district fulfill its purpose?

10 Development of Vision Statement The vision statement is a declaration of where the school district will be and what it will look like in pursuit of its mission and implementation of its strategic plan in the future

11 Review Board of Education, School System Staff, and Community Advisory Committee Review and Respond to Key Findings,, Belief Statements, Mission Statement, and Vision Statement

12 Goals, Objectives, Strategies The development of Goals, Objectives, and Strategies by the Planning Team Goals are broad statements of directions, purpose, or intent without relationship to time Objectives are statements of desired outcomes that specify both quantity of output and the time frame for accomplishment Strategies are statements that describe approaches to be used to achieve strategic objectives

13 Review Board of Education, School System Staff, and Community Advisory Committee Review and Respond to the Goals, Objectives, and Strategies

14 The Plan The strategic plan is then complete: Beliefs Mission Vision Goals Objectives Strategies

15 From Plan to Action System leadership (Project management oversight committee) establishes project teams to: Develop operational plans Plans describe how strategies will be implemented. They specify actions, timelines, assign responsibilities, and propose budget. Identify Constraints Develop Implementation Timetable Determine Evaluation Procedures

16 From Plan to Action Project Management Oversight Committee reviews Operational (Project) Plans Administration and Board of Education approve strategic plan and first year operational plans Beliefs Mission Vision Goals Objectives Strategies Constraints Action Steps and Operational (Project) Plans – Project Management Implementation Timetable Evaluation – Balanced Scorecard

17 Implementation of the Plan Plan implementation begins Annual update process implemented Periodic monitoring
