2 www.walsall.gov.uk Background The Council currently has a contract with Housing 21 which includes the provision of extra care day centre services. 20 places a day (Monday to Friday) – Mattesley Court, – Knaves Court, – Deighton Court. 25 places a day (Monday to Sunday) – Winehala Court, – Alrewych Court. Recent changes in social care delivery has meant that attendance at the day centres has reduced as a result of service users having a choice to spend monies on their own services through Direct Payments or Managed Accounts.

3 www.walsall.gov.uk Background The contract also includes the provision of respite care units. 2 respite care units each in – Mattesley Court, – Knaves Court, – Deighton Court, – Winehala Court, – Alrewych Court. The occupancy levels in the respite care units are lower than they were anticipated to be when the contract was put in place.

4 www.walsall.gov.uk Why changes are needed Due to low numbers currently using day care – With capacity across the five courts of 105 places per week An average of – 4 people attend Deighton Court – 10 people attend Mattesley Court – 6 people attend Knaves Court – 25 people spread across 7 days attend Winehala Court – 11 people on an average per day attend Alrewych Court Due to low usage of respite units – Usage over the first 2 years was less than anticipated between 42% - 47%.

5 www.walsall.gov.uk Why changes are needed Low attendance at the day centres and low occupancy of the respite flats does not provide good value for money.

6 www.walsall.gov.uk What changes we can make Recommendations to the Cabinet (September 2013) consultation. De-commissioning the part of the Council’s contract with Housing21 in relation to the provision of day centres within the extra care schemes. Reduction of the number of respite care units provided under the Council’s contract with Housing21.

7 www.walsall.gov.uk How could the savings be spent? The Water Mill is a specialist dementia residential care home and is also a part of the overall contract with Housing 21. The current level of contracted staffing hours does not meet with the service demand for night staff. An additional 265 hours is required per unit per week. The cost of these additional hours is £161,000 per annum. This additional cost could be met from some of the proposed savings from decommissioning day care and the reduction of respite care.

9 www.walsall.gov.uk Next Steps Findings from consultation and recommendations will be made to the Cabinet in December 2013 There are a number of alternative centres that offer day care services and they currently have vacancies. You could choose to access a different service to meet your individual outcomes. All service users who will be affected by these changes will be offered support to make alternative arrangements. If the recommendations are approved then these changes will take effect from April 2014
