5 Evaluations are applied to:  Individual Grants  Clusters of Grants (impact evaluations-ex. Business Advocacy, Municipal Information Analytical Centers)  Field of Interest (baseline assessments, researches, studies- ex. Alternative Dispute Resolution, Corporate Social Responsibility )

6 Grant/Project Evaluation Cycle Pre-award Due Diligence Development of Logical Framework (Goals, Activities, Outputs, Outcomes) Grant Award (Grant Agreement, Attachment: project outputs, outcomes, indicators) Project Monitoring (site-visits, financial & programmatic reporting) Evaluation of Project Results (final report, verification of data, comparative analysis using logframe)

7 Cluster Evaluation 1. Development of Scope of Work 2. Evaluation process Using predetermined indicators Comparative analysis based on program outcomes Involving stakeholders (project implementers, beneficiaries, other donors, government, civil society, media) Elaboration of the evaluation report (incl. recommendations for future activities) 3. Dissemination of evaluation results 4. Designing a strategy for further development assistance

8 Field of Interest Informal Needs Assessment socio-economic development, worldwide trends, country policies, previous EF experience, donor meetings, field researches, site-visits Identification of Priorities Discussion of the Priorities with Major Stakeholders Government, major donors and intl. org (USAID, WB, UNDP, OSI, OSCE, DFID), Civil Society Development of SOW and Baseline Assessment specific requirement is development of set of indicators for M&E Designing of a Program for the new Field of Interest Program Implementation Monitoring and Evaluation

9 Integration of CLES in Armenia The relatively high volume of donor funding Extensive structures have been established for coordination of donors’ assistance Most of the evaluation systems and strategies applied in Armenia are either sector-specific or specified by donor agencies, development organizations or government institutions to their own objectives and needs. There is a need for a holistic country development strategy, which will include unified evaluation approaches. This gap could be filled by: (a)building skills on CLE methodology and introducing it to interested stakeholders; (b)learning experiences and best practices of different countries in this sector, (c)gathering information on organizations involved for possible networking and cooperation in the future.
