4 WHAT IS A “TOI” – TRANSFER OF INNOVATION PROJECT? A “ToI” project aims at the transferring of a Model within Systems related to the different national contexts involved in the partnership called to implement the project itself. TOI proposals start from a product (prototype) created during the realisation of a previous project, considered as a good practice. Products can include: methodologies, coursewares, tools, etc., that is, everything that is transferable on a wide scale.

5 WHAT IS A “TOI” – TRANSFER OF INNOVATION PROJECT? As basic actions, a ToI proposal must imply: the identification of a prototype; the diversification/enlargement of the partnership involved in the new project (different national contexts with respect the ones involved in the previous projects); the adaptation of the prototype with respect to: changes that can be occurred within the targeted sector/system (generally the outputs achieved by a project are based on analysis of 4-5 years old); new needs held by final beneficiaries (for the same reason mentioned above and also because the new project can be addressed to different or wider target – groups); the creation of a wide cooperation network with national and local institutions, organisations, stakeholders, etc.; the direct preliminary testing of the Model proposed by the project with beneficiaries (experimentation of the beta version of the Model); the production of the definite version of the Model to be transferred; the transfer of the definite Model on large scale (that means to create the condition on the territory – agreements – and to implement a direct intervention involving a higher number of beneficiaries).

6 TIPEIL TARGET GROUPS Direct beneficiaries are included in two main categories: 1.operators working within training, counselling, guidance and employment organisations, providing these services to subjects that, for different reasons, are in social and occupational disadvantage; 2. organisations providing the services above mentioned, with respect to 2 main typologies of beneficiaries: young and adults. Referring to young, the organisations target are: - Second Chance Schools/Vocational Training centres or schools; - Training Agencies; - Guidance/Employment centres; -Universities. Referring to adults: Guidance Services/Centres; Employment services/agencies; Associations Social partners organizations Intermediate Companies (e.g. Temporary works Agencies)

7 The whole of outcomes and outputs planned are indirectly addressed to a range of potential users as: Young with low education levels who, for example, have left compulsory education pathways and are attending or have attended alternative training coursewares through which have acquired competences and capabilities difficult to be valorised or formally recognised by the system and that are at risk of “employment exclusion”; Young and adults who have realised fragmentary and heterogeneous working experiences, within which have acquired capabilities and skills potentially usable and improvable if properly identified, measured and valorised; Adults at risk of unemployment, whose competences acquired during their work-life-cycle do not meet within the systems effective tools and devices to valorise them. TIPEIL TARGET GROUPS

8 TIPEIL : THE INNOVATION CONTENTS AND GOALS TIPEIL focuses on the valorisation of competences that young and adult workers developed within informal and non formal contexts. The availability of methods and tools applied to reach this goal has been identified in the European Inventory on validation of non formal and informal learning. If, then, on their side many countries have implemented specific initiatives and worked out tools to foster the recognition of competences acquired outside education and training formal contexts, due to their insufficient divulgation, it is still necessary to strengthen processes for their wide transfer and application. In this frame, TIPEIL, based on the successful results achieved within previous transnational pilot interventions and experiences, aims at the transferring of a Model of Digital Portfolio + Training courseware to its use addressed to the operators, associating to this basic goal the one of facilitating its adoption through experimentation, training and coaching activities addressed to operators to whom will be asked to use the portfolio within their specific working contexts. Main objectives are, so, the following:

9 Main objectives are, so, the following: to analyse and promote the willingness to change/adaptability of the currently practices in use in the different national contexts, so as to realise a real integration and permeation among different needs and cultures; to integrate the contents, already identified and experimented on transnational dimension, included in the Model of digital portfolio (methodology + training courseware) on which the proposal is based; to adapt the prototype at linguistic and technological level, so as to widen its use and application, starting from the organisational and technological analysis of the different national working contexts represented by the partnership; to transfer directly and efficaciously (through training and coaching) the adapted prototype to a wide range sample of organisations that, with specific sectorial roles all interlinked (e.g. education, training, counselling, employment, etc), can benefit from the adoption of the Model defined. 16 WP 2 – Analysis of prototype adaptability in relation to its use in different contexts (4 months) from 15/01/08 to 14/05/08

17 Aims To verify the original prototype (e.g. transferability towards targets and new countries, also considering existing rules and regulations such as Europass, citizen leaflet, competences analysis) in order to avoid its redundancy with respect to existing tools. To identify possible margins of adaptation with reference to its use (organizational and technological assets analysis of the identified centers) To analyse the availability in changing the existing practices. To create a map of potential beneficiaries of the experimentation and transfer actions planned. To start-up a process to involve direct or indirect beneficiaries of project results/outcomes

18 Activities Realisation of two main research activities. 1. The first, propaedeutical to the second, relates to the development of a 3 days working Laboratory, to be held in Rome (IT). It is necessary to share contents and methodology of the prototype on which the project is based (digital portfolio + training course) among all partners. To the Lab must participate: Delegates who were in attendance at the 1 st workshop (GR); 1-2 experts, identified by each partner, for their expertise in guidance and counselling, employment, creation and management of technological informative systems. The Laboratory will be a working session composed by groups of “experts” coming from the 4 countries involved. Each group will have specific internal competences integrating the others, necessary to reach the proposed objectives (from a methodological, content and technical point of view). The Lab will be chaired by P6- DPSS 38 representatives and will be articulated as follows:

19 Activities - a general informative session to introduce the prototype features, (1 day) focusing on: contents, technological support, organizational conditions allowing its use in the current prototype version; - a discussion session (focus group), (2 days) aimed at: Receiving a feedback on the product; Collecting information on the contexts where it can be transferred; Collecting contributions useful to realise the next field analysis (interviews). 2. the second activity (research-action), will be aimed at the starting up of beneficiaries involvement in the project, through the realisation of de visu interviews with the potential prototype user. For each Country will have to be run at least 4 interviews (16 in total) with operators working in: - Second opportunity Schools/vocational training - Training Agencies - Vocational training centers - Universities - Associations -Social partners organizations - Intermediate Companies (e.g.Temporary works Agencies) The Lab will be chaired by the University representatives (P6) and will be articulated as follows:

23 WP 3 – Prototype adjustment and re-drafting (beta version) (2 months) from 15/05/08 to 14/07/08

24 Aims To adjust and re-draft the prototype (digital portfolio + training course) from a linguistic, technological and content point of view; To disseminate project interim products and outcomes, by a considerable number of target-entities.

25 Activities The activities will be focused on the development and production – on informatics support, of the beta version of the Model, according to the outcomes of all research actions and analysis realised up to now.

28 WP 4 – Beta version experimentation (4 months) from 15/07/08 to 14/11/08

29 Aims To experiment the adjusted Model on a representative sample of different typologies of entities, as previously identified on the map, in the 4 Countries involved in the partnership. To disseminate interim products and outcomes achieved, by a considerable number of target-entities. To involve direct and indirect beneficiaries of project products/outcomes.

30 Activities The Experimentation will be performed on 2/3 entities representative of each category chosen with reference to target (e.g. schools, Universities, etc.). Each partner will have: to identify the beneficiary-organisations (Creation of a Map); to monitor the experimentation phase during its implementation by the chosen subjects; to tutor the operators in the use of the Portfolio. The Experimentation activity will be articulated in two phases: 1. Partners will identify a group of operators, within the entities where the experimentation will be executed. To such operators will be granted 2-days training sessions focused on the use of the portfolio (1-day front – session; and 1-day session dedicated to simulations, analysis and study of situations that might occur in praxis. Such action is unavoidable for the execution of the subsequent phase.

31 Activities 2. Successively, for 4 days the trained operators, accompanied by a coach pertaining to partner organization, will apply the tool (digital portfolio) with their beneficiaries-users. The coaching action will be supported by the use of a grid for the recording of operators-users dynamics. The grid will be filed by the coach during each portfolio creation and the information collected will be synthesized in a short outcomes report. On the fifth day operators and coach will discuss experimentation outcomes and (if the case) will formulate possible suggestions related to modifications and improvements that might be brought to the tool in its final version. During the experimentation it is foreseen to produce not less than 5 portfolios for each Country.

35 WP 5 – Dissemination, evaluation and model adaptation (final version) (3 month) from 15/11/08 to 14/02/09

36 Aims To adapt and ri-draft the model beta version (digital portfolio + training course) from a linguistic, technological and contents point of view, according to experimentation outcomes. To share possible difficulties encountered during the activities realised To verify outcomes performance and expected results To share the management and realisation plan related to the following activities To disseminate products and outcomes achieved, by an increasing number of beneficiaries

37 Activities The phase begins with the realisation of the 2 nd partnership Transnational Workshop and of the 1 st Project Dissemination Seminar (France). The meeting will be organized within 14 months from the project start-up and will represent an important occasion for the partnership to: analyse and share the difficulties encountered during the experimentation phase; verify the achievement of project outcomes. The 1-day session workshop will be functional both for the preparation of the Dissemination Seminar to be held on the following day, and for drafting and sharing operative suggestions useful for the management and execution of subsequent adjustment and transfer activities.

38 Activities The 1- day Dissemination Seminar will be focused not only on the project general presentation, but also on the sharing and disseminating of the outcomes achieved, represented mainly by the Model (portfolio + training course) in its final version. Participants, representatives of all target groups identified (either those already involved in the experimentations either those potentially interested) will be encouraged to intervene in working groups and round tables that will typify the seminar trend. In this way, considering that France will not be actively involved in the transfer phase of the Model final version, it will be possible to strengthen its dissemination also within this national context. In the meantime the final version Model will be developed and created on informatics support, in all partnership national languages.

41 WP 6 – Final Model Transfer (8 months) from 15/02/2009 to 14/10/2009

42 Aims To Transfer the final version of the model (Digital Portfolio + training course) to a wider number of operators and organisations.

43 Activities The transfer activity structure is similar to the one provided for in the experimentation phase, but shall include: The execution on two national contexts (IT/GR); The involvement of a wider sample of beneficiaries; A longer implementation phase. The Transfer will be realised within not less then 10 organisations (representative of each category chosen with respect to targets), for each partner involved (tot. 20 at least). Also in this case, each partner involved (IT/GR) will have to: identify the beneficiary-organisations (Creation of a Map); monitor the experimentation phase during its implementation by the chosen subjects; tutor the operators in the use of the Portfolio.

44 Activities On the whole, the activity will be articulated in two phases. 1.Partners will identify a group of operators to which will be granted a 5-days training session focused on the use of the portfolio (1-day front – session; and 4-days session dedicated to simulations, analysis and study of situations that might occur in praxis. Such action is propaedeutical to the subsequent. 2. During approximately 15/20 days the trained operators accompanied by a coach (pertaining to partner organization) will apply the tool (digital portfolio) with their beneficiaries-users. At the end of the transfer at least 10/20 portfolios for each Country shall be produced.

45 Expected outcomes/outputs At the end of the Transfer phase must be available in total 20/40 Portfolios (10/20 for Italy and 10/20 for Greece) It is possible to foresee the collection of filed Portfolios in a database that could be integrated into existing informative systems already available in centers where the transfer has been executed.
