Training of Trainers Workshop Reference Centres and Regional Partners in the Performance Review and Assessment of Implementation of the Strategy (PRAIS) Project 31 May – 4 June 2010, FAO Rome

Training of Trainers Workshop 31 May – 4 June 2010, FAO Rome Day 4 - Session 2 – Practical session on the use of the ‘additional information’ template This practical section provides: - general remarks on the structure of the template and on the type of data and information needed - on-screen overview of the template on the PRAIS portal - instructions for the calculation of the quantitative data to be inputted into the template - information on how to implement the iterative process on indicators

Training of Trainers Workshop 31 May – 4 June 2010, FAO Rome Practical session on the use of the ‘additional information’ template > General remarks Active (white) and not active (shaded) areas Shaded areas contain information and explanatory texts; they are not active on the PRAIS portal. White areas are for reporting purposes and need to be filled in by Parties with relevant quantitative data, selection of multiple choice boxes, or narrative information; they are active on the PRAIS portal. Types of data and information inputting - multiple choice (selection of standardized replies) - free text - quantitative data

Training of Trainers Workshop 31 May – 4 June 2010, FAO Rome Practical session on the use of the ‘additional information’ template > instructions to fill section 1 on reporting process-related issues How to quantify the financial resources contributed to the reporting process? Add the amounts invested from the national budget in terms of cost of: staff, external advisory services (if any), data gathering and processing, coordination, participation, consultation and validation, etc. Specify the currency. How to quantify the human resources contributed to the reporting process? Specify the total number of people contributing to the reporting process at its different stages, from the familiarization with the reporting tools, to data source mapping, data gathering, data processing, coordination, participation, consultation, validation, data inputting, etc. Quantify for each of the people identified above their actual input in terms of person/day and give the total.

Training of Trainers Workshop 31 May – 4 June 2010, FAO Rome Practical session on the use of the ‘additional information’ template > instructions to fill section 1 on reporting process-related issues What about the other questions in section 1? All the other questions in section 1 require the selection of a ‘yes/no’ answer or of a multiple choice. Where a multiple choice is proposed, the ‘other’ option is given. The ‘other’ option implies the insertion of free text whose lenght is limited (size limit is specified in the template and the insertion will be automatically truncked when the limit is reached).

Training of Trainers Workshop 31 May – 4 June 2010, FAO Rome Practical session on the use of the ‘additional information’ template > instructions to fill section 2 on specific requests within COP decisions How to highlight the difficulties experienced in reporting on performance indicators (iterative process)? 1. Identify the performance indicators for which difficulties were experienced while reporting. 2. Consult document ICCD/CRIC(8)/5/Add.2 and read the e-SMART criteria compliance analysis for the concerned indicator(s). 3. Get familiar with the meaning of the e-SMART criteria, by reading their definition in the glossary and document ICCD/CRIC(8)/5/Add.1 for additional background information. 4. If the difficulties faced in reporting are not reflected in the e- SMART criteria compliance analysis, tick the corresponding e- SMART criteria box in the template. A concrete example follows.

Training of Trainers Workshop 31 May – 4 June 2010, FAO Rome Practical session on the use of the ‘additional information’ template > instructions to fill section 2 on specific requests within COP decisions: example on difficulties experienced in reporting on performance indicators Example - Difficulties were experienced in reporting on CONS-O-1, in particular on the estimate of persons reached by media, either because the media producers could not be contacted or because they could not quantify the reach out (audience) of their products. - The compliance analysis of the e-SMART criteria of CONS-O-1 highlights that difficulties may be experienced in gathering estimates of audience (ICCD/CRIC(8)/5/Add.2, under the ‘achievable’ criteria, see following slide). The difficulty level is indicated as a medium one (+/-). - If you think that the difficulty level was, in fact, much higher and that the indicator needs to be improved in terms of ‘being achievable’, then tick the ‘achievable’ cell for CONS-O-1 in the template.

Training of Trainers Workshop 31 May – 4 June 2010, FAO Rome Practical session on the use of the ‘additional information’ template > instructions to fill section 2: extract from ICCD/CRIC(8)/5/Add.2

Training of Trainers Workshop 31 May – 4 June 2010, FAO Rome Practical session on the use of the ‘additional information’ template > instructions to fill section 3 on reporting on the implementation of the NAP How to quantify the portion of the NAP which is under implementation? Each National Action Programme has a unique structure and activities foreseen for implementation may be more or less clearly outlined. Where activities’ outlining is clear the identification of those activities under implementation is evident. By divinding the number of activities under implementation by the total number of activities, the percentage class to be selected in the template is derived. Example: 30 activities under implemntation/123 activities foreseen in total = 24 % (i.e. class 1- 30 % in the template) Where outlining of activities in the NAP is unclear, Parties are requested to provide an estimate of the implementation level of their NAP by selecting one of the five broad classes reported in the template. What about the other questions in section 3? They require narrative descriptions (free text).

Training of Trainers Workshop 31 May – 4 June 2010, FAO Rome Practical session on the use of the ‘additional information’ template > instructions to fill section 4 on other country-specific issues What about the questions in section 4? Section 4 encompasses one ‘yes/no’ answer, one multiple choice and narrative description (free text with limited length). If Parties wish to raise to the attention of the COP an issue (the ‘yes’ option is selected), they are asked to categorise this issue and to describe it.
