It is assumed that the stronger the role of the media, the higher the probability of passing the messages on to the target audience (effectiveness).

Contact the producers to get an estimate of the persons reached by the corresponding media product. Add this information by year and by stakeholder group. By checking the accounts of the corresponding programmes and projects provide an estimate of the amounts actually disbursed in the reporting biennium.
