They are for measuring the progress of The Strategy against its 5 operational objectives and 21 outcomes (decision 3/COP.8). How many performance indicators do affected country Parties report on? Thirteen (13) indicators. Which is the baseline year? The first implementation year of The Strategy: 2008. Reporting in 2010 is due for 2008 and 2009.

Why under OO1 the focus is on Civil Society Organizations and Science and Technology Institutions? The focus on these stakeholders is a requirement of outcome 1.3. This requirement applies to CONS-O-1, CONS-O-3 and CONS-O-4.

It is assessed through the measurement of the ‘volume’ of communication activities (n° of events) and their reach (participants to these events) ‏

Is communication effective? It is assessed through the appraisal of the persons reached by media products (estimate of audience). It is assumed that the stronger the role of the media, the higher the probability of passing the messages on to the target audience (effectiveness).

By means of CONS-O-3. Are programmes/projects valid tools for CSOs/STIs engagement at the field level? It is assessed through the quantification of the participation of CSOs and STIs in DLDD-related programmes and projects.

By means of CONS-O-4. Are CSOs/STis sufficiently committed to combat DLDD through their education initiatives? It is assessed through the quantification of education-related initiatives undertaken in the formal and non-formal sectors by target stakeholders.

For: OPERATIONAL OBJECTIVE 2 OF THE STRATEGY: POLICY FRAMEWORK Reporting by affected country Parties is about: Policy instruments for UNCCD implementation (CCD action plans) ‏ Policy instruments for synergistic implementation among the three Rio Conventions

By means of CONS-O-5. Reporting countries are guided by a list of questions to report on the NAP formulation/alignment process. Their replies will inform the UNCCD whether each country has finalized the formulation/revision of the NAP aligned to The Strategy, taking into account biophysical and socio-economic information, national planning and policies, and integration into investment frameworks.

By means of CONS-O-7. Reporting countries are guided by a list of questions to report on the presence of initiatives for synergistic planning/programming and of mechanisms for joint implementation.

By means of CONS-O-10. Reporting countries are guided by a list of questions to carry out a brief quality- assessment of the country’s NAP. Countries not having a NAP or not having aligned their NAP to The Strategy do not report on this indicator.

By means of CONS-O-11. Do DLDD-relevant knowledge sharing systems exist at country level? Reporting countries are invited to list any system they are aware of, providing name and Internet link. Are these systems effective in sharing knowledge with the end- users? It is assessed through the quantification of the systems’ users’ base (estimated number of users per year)

It is assessed through the quantification of project proposals successfully submitted for funding to the various financing organizations,and the amount of funds raised.

By means of CONS-O-18. Within DLDD-related programmes and projects, are financial resources allocated to access technology? It is assessed through the quantification of amounts allocated to technical support (material and knowledge aid).
