NCATA – Policies and Procedures VATA Constitution and By-Laws Establish a supplement and harmonious document to explain and guide business of the VATA President Duties: Provide direction and leadership of the association. General oversight with officers: President Elect, Secretary, Treasurer; committee chairs, and region representatives. May task and charge committees and region representatives. Has authority to make decisions on behalf of EC and membership in critical and time sensitive situations. President – Elect Duties: Perform duties of President as delegated and act as 1 st assistant to President. Ensure internal affairs, documentation, policies and procedures are met. Holds accountability of officers, committee chairs, and region representatives. Past-President: Serve as the advisor to the EC. Chair ad-hoc committees when designated or special projects as they arise. Coordinate as a liaison with other associations or organizations as necessary. Secretary – Build information services and media for VATA. Work with committees and membership to release and review information. Steward of official documents, minutes, and information of the VATA. Tracks elected, appointed position terms and cycles. Treasurer – Acts as chief financial officer and budgetary expert of the VATA finances. Makes recommendations for income, value, and investments for VATA and membership. Review cost, bids, and invoices for payment. Reviews funding requests and makes recommendation for proposed project or task groups. The VATA Constitution & By – Laws limits of powers and authorities of the executive council and officers, and committee chairs. It also serves as a foundational blueprint of the association. A document does not exist that specifically outlines how business or projects are facilitated through the VATA. This document serves as a reference for members, officers, and representatives to have a clear understanding of authority, chain of command, and delegation of authority. Constitution & By – Laws should not conflict this document and may supersede when necessary. It is imperative to have a clear document of roles and responsibilities to avoid role confusion, increase efficiency, and help new members integrate. Accountability will be enhanced in this system with a level of checks and balances. Projects: Non-annual projects or campaigns will need to be submitted via project proposal template to the executive council. EC will vote and approve projects. Project Leader: Each project will have a point of contact or project manager. This must be a representative of the VATA. Once the leader has been identified, appointed or assigned Acts as liaison to EC and reports updates and changes in the project Project Team: The project group will consist of one or all the groups: VATA members, general members, physicians, or outside institutions. This core group of individuals will ensure the project is completed and followed through Evaluation: Projects from inception to completion are dynamic and may significantly change due to circumstances and timing. Evaluation is necessary for accountability and mission success to assess if goals were met. An evaluation form or discussion at then next available EC meeting is necessary. Annual Projects: Some business items of the VATA are on-going or performed on an annual basis. These projects will identify roles and responsibilities that do not need yearly approval. If changes are made, they will need to be approved with a simple majority vote of the EC
