1 FAMILY COMMUINTY ADVISORY COUNCIL

2 Children’s Board Family Resource Centers (CBFRC) are designed to help families and communities become happier, healthier and stronger. CBFRCs embrace the principles of family support and are governed through the shared leadership of families, community members, community stakeholders, staff and others. They provide an integrated system of services and supports using family and community involvement in accord with nationally recognized 5 Protective Factors and Family Support Principles to improve lives of children and families. All programs and services are at no cost to participants.

3 Family Community Advisory Councils Each Center has a Council that meets once a month to discuss and bring to management’s attention any services or programs they feel are needed or wanted in the community. The Council is made up of Center members.

5 Policy The FCAC agrees to operate in adherence with the Children’s Board Family Resource Centers policy and performance standards outlined in the Policies and Procedures as established by the CBFRC Partnership. The FCAC will review and update policy annually in collaboration with other councils.

6 Officer Guidelines Officers should be Center participants. Use agenda template and it should be updated for every meeting by Center Manager & FCAC president. Community representatives from local agencies can serve only as Treasurer or Recorder. Officers can serve a maximum of 2 years in each office when nominated and voted by FCAC members.

7 Budget FCAC’s direct the Advisory Council line item in the Provider budget and all expenses are incurred by the 30 th of September. Update Council on annual amount. If the FCAC does not spend their budget the Provider may use those funds at their discretion. Center staff is responsible for making all purchases on behalf of FCAC approved expenses. Additional funds may be requested from the Healthy Start Coalition or Provider with an advance notice in the following line items: Training, Food, Marketing to support enhanced access to services that serve the community at large. Provider required to purchase items necessary for operating the center (i.e., Fax machine, coffee maker, etc.)

8 President’s Role Prepares agenda with Center Manager. Leads monthly meeting discussion in a productive manner Communicates directly with Center Manager re: center business and planning Participates in community meetings and CBFRC partnership meetings as able Marketing – supports the mission of the center and the funding organization

9 Vice-President’s Role Assists president with tasks agreed upon at FCAC meetings Participates in monthly meetings Leads monthly meeting in the absence of President Reads suggestion box notes Recruits diverse membership

10 Recorder’s Role Participates in monthly meetings Takes minutes of group discussions, actions to be taken and responsible parties Submits minutes to President and Center Manager for review using minutes form Final meeting minutes are forwarded to the CBFRC Director at Healthy Start Coalition

11 Treasurer’s Role Prepare budget for activities planned by FCAC as guided by monthly theme calendar Submit budgets to Center Manager who forwards to Provider or Healthy Start Coalition Director if funds are requested from Healthy Start Coalition budget Secure community resources to support Center activities with advance permission of the Center Manager (FCAC is not authorized to fund raise) Funds must be used to serve Center activities for identified needs in the community Provider must give FCAC’s monthly fund balances Use “budget guideline” form to help with decision making

12 Structure Offer recommendations that are useful and serve the interests of the community at large Recommendations discussed with CBFRC partnership and reported back to FCAC FCAC hosts CBFRC events as indicated in the Theme Calendar FCAC offers constructive feedback on special topics, potential partnerships, and/or upcoming events

13 Approved Compensation Mileage Reimbursement for travel to locations other than your local Resource Center (documented and paid by Healthy Start Coalition CBFRC budget) CBFRC staff is not permitted to transport Center participants in personal cars. Training opportunities (documented and paid by Healthy Start Coalition CBFRC budget) Light dinner/drinks for FCAC meetings. (Paid by Provider Food line item)

14 Staff & Volunteer Recognition Annual volunteer event planned and funded by each Center Provider, not the FCAC. Annual FCAC retreat planned and funded by the Healthy Start Coalition. Annual Staff retreat planned and funded by the Healthy Start Coalition.
